AFCON 2023: Senegal Beats Cameroon 3 Goals to 1

The Indomitable Lions of Cameroon failed infront of the teranga lions of Senegal 3 goals to 1, in a decisive match played on January 19,2024 in Yamoussoukro, Cote d’Ivoire. It was a slow start to the game, with Senegal dominating the play after an early goal from Ismaila Sarr. After Diallo made it two-nil in the 71st minute it looked all but over. Senegal even brought off their two goalscorers and appeared to be intent on simply seeing out the game. Then came a delightful, powerful header from Castelletto, and Cameroon, from seemingly nowhere, were back in the game. Almost immediately, they came agonisingly close with N’Koudou missing a gilt-edged chance. Eventually, it was that man again, Mane, who showed his quality by converting a low cross into the corner of the net. At Closing of National Solidarity & Social Entrepreneurship Week: Councils Pledge to Support MINAS in Empowering Vulnerable Groups

Social Affairs Minister, Pauline Irene Nguene saluted efforts put in place by the united councils and cities of Cameroon, to empower people living with disabilities. The 7th edition of the National Solidarity and Social Entrepreneurship Week dropped curtains on Wednesday, 17th of January 2024, in Yaounde with the handing-over of equipment and material support for the socio-economic integration of vulnerable groups. More than 100 persons living with disabilities, PWDs selected from the Centre, Littoral, South-West, North-West, West, and East regions, and who have been upskilled in some vocational fields received support from a program set within the Ministry of Social Affairs and the Orange Foundation. Director of institutional affairs at Orange Cameroon, Alain Blaise Batongue said the telecommunications company stands beside the government to support the needy and will enhance its actions in the days ahead. Mr. Batongue cited some key actions undertaken so far by the Orange Foundation in Betamba, Eseka, Buea, and other enclaved zones where vulnerable groups are in dire need of support. On his part, the president of the United Councils and Cities of Cameroon and Mayor of the Yaounde 7 council, Augustin Tamba said several laudable initiatives have been implemented to empower people living with disabilities in Cameroon. He said councils have elaborated inclusive programs and at the level of the United Councils and Cities of Cameroon over 200 PWDs have been supported with some little income-generating activities. Mr. Tamba in his speech said the National Solidarity and Social Entrepreneurship Week is an open door for councils to highlight activities directed towards vulnerable persons and invited the Minister of Social Affairs to sign a convention with the institution he leads.  To officially close the one-week event, Social Affairs Minister, Mrs. Pauline Irene Nguene said people living with disabilities and vulnerable groups in general need to be trained, empowered, and supported for the development of the nation. The patroness of Social Affairs in Cameroon outlined the tremendous activities undertaken by the government notably through some programs and directives of the Head of State, Paul Biya. Mrs. Pauline Irene Nguene praised with a favorable response the initiative of the United Councils and Cities of Cameroon to sign a convention with her ministerial department. Minister Nguene went further to emphasize on social investment and described it as a crucial tool for human capital and sustainable development. She said the empowerment of socially vulnerable groups appears as an operational strategy with the newly set up multi-year program for creating communal social cooperatives that will boost the socio-economic insertion and self-employment of these target groups. At the end of the event, Mrs. Makembe Gisele, Director of “Home Ateliers”, a specialized center of the Ministry of Social Affairs based in Douala, Littoral region, expressed satisfaction for the support and said thanks to the newly acquired materials many young girls living with disabilities will be trained. The 7th edition of the National Solidarity and Social Entrepreneurship Week (SESES) had several activities on its one-week agenda and was equally marked by the launch of a National Solidarity Fund. The National Solidarity Fund was launched during an intersectoral meeting chaired by Mrs. Pauline Irene Nguene on January 15, 2024, at the Yaounde Starland Hotel. In her launching speech, Minister Pauline Irène NGUENE highlighted actions carried out by her ministerial department in line with national solidarity and emphasized on the fact that particular attention has to be paid to every social target given their specificity and different levels of vulnerability to leave no one behind.  The putting in place of a National Solidarity Fund will give the government a tool for human development and care for socially vulnerable persons to contribute to their development. Projet JASRAC/FESADE : Place aux Dialogues Communautaires dans les Districts de Santé

Les districts de santé qui font partie du projet JASRAC piloté par FESADE et PAI sont à pied d’œuvre depuis le 22 décembre 2023. Sur les quatre districts de santé qui font partie du projet dénommé : « Jeunes en Action pour la SRAJ au Cameroun », les districts de santé de Garoua-Boulai et de Batouri ont déjà entrepris des dialogues communautaires sur le terrain selon le chronogramme des activités qui a été présenté lors de l’atelier organisé du 22 au 24 novembre 2023 à Bertoua, chef-lieu de la région de l’Est. Garoua-Boulai, ville frontalière a la République Centrafricaine (RCA) et très connue parce qu’elle abrite de nombreux réfugiés et déplacés interne, est regroupé en district de santé dans le cadre de la mise en œuvre de ce projet. C’est la raison pour laquelle, la ville de Garoua-Boulai qui permet aussi de rallier le septentrion (Adamaoua, Nord et Extrême-Nord) du pays, a abrite du 22 au 23 décembre une série d’activités qui entrent dans le cadre du projet JASRAC. L’une de ces activités est le dialogue communautaire qui s’est tenue le vendredi 23 décembre 2023 à la paroisse notre dame de l’espérance. Cette activité clé a permis de réunir des leaders traditionnels et religieux, les leaders des associations locales et une centaine de jeunes. L’ONG Femmes-Santé-Développement (FESADE) a été représentée à la rencontre par Jinette Laure Tchuisseu, cadre d’appui régional du projet JASRAC à FESADE. Les échanges ont été menés par Gatien Gouessa Goleke Yari, président d’Assprosocial de Garoua-boulai. Les participants au dialogue communautaire ont relevé plusieurs fléaux qui minent l’éducation des adolescents et jeunes dans cette partie du pays et ont par la suite proposé certaines pistes de solutions. Selon l’un des leaders traditionnels convié à cette rencontre, les sujets de sexualité sont encore  tabou et c’est l’un des freins au développement et qui par ailleurs est une entrave à l’avancement des indicateurs de la sante de reproduction. « Dans nos sociétés la sexualité reste assez taboue dans les ménages. Que les parents apprennent à parler avec les enfants. A Garoua-boulai, la question des IST est montante. Les jeunes filles sont versées dans le travail du sexe. Que les parents se fassent aider pour aborder la question de la sexualité avec les enfants. La société est l’élément majeure de l’acculturation. Selon lui, pour parler de la norme sociale sur comment aborder la question de la sexualité, commencer par impliquer les parents à tous les niveaux. Aussi, quand un jeune prend la peine de venir rencontrer un responsable pour un problème concernant sa sexualité, il doit l’aider garder l’information confidentielle et s’il n’est pas capable de l’aider qu’il l’oriente vers un spécialiste de la question. » D’après un autre participant, responsable d’une association, les jeunes ont peur d’aller dans les unités de SRAJ parce qu’ils redoutent que leurs parents apprennent qu’ils s’y rendent. Pour les grossesses, les filles sont déjà assez informées et formées dans le calcul du cycle menstruel et elles n’acceptent plus facilement les rapports sexuels non protégés. Le dialogue communautaire dans le district de santé de Garoua-boulai, s’est achevé après moultes échanges riches et des recommandations. L’un des points majeurs relevé et sur lequel les participants se sont basés le plus était la difficulté d’accès aux services de la SRAJ pour les jeunes bien qu’ils existent à Garoua-boulai, le problème de dialogue et l’acculturation sont des véritables freins. Et comme piste de solution, les participants ont souligné qu’il faut accentuer les séances de counseling entre les parents et les enfants voire un dialogue intergénérationnel ; l’adaptation des normes selon le contexte Africain et d’encourager les parents à reprendre les bonnes pratiques d’éducation en termes de SRAJ. A Batouri, chef-lieu du département de la Kadey, les activités ont été lancées du 27 au 29 décembre 2023. Cette autre rencontre capitale a permis à la représentante du projet JASRAC/FESADE dans la région de faire une descente sur les lieux afin de suivre comment le dialogue est animé par les différentes associations des jeunes sur le terrain. Durant les échanges, les participants, que ce soit les adolescents, jeunes, leaders religieux et traditionnels ont eu à aborder plusieurs sujets qui sont en droite ligne avec la sexualité des jeunes. Sur les produits contraceptifs, plusieurs jeunes ont posé des questions dans le but d’enrichir leurs connaissances. La question de savoir quels sont  les effets secondaires des préservatifs, des pilules, des injections etc. sur des jeunes filles a été posée et des réponses ont été données par un personnel médical par ailleurs implique dans la mise en œuvre du projet dans ce district de santé de Batouri. Les jeunes ont voulu connaitre l’avantage des préservatifs. Et selon le personnel médical, il a été indiqué que, les préservatifs ont une double protection car ils protègent contre les IST et contre les grossesses précoces. A la question de savoir pourquoi les jeunes ont peur de parler de la sexualité avec leurs parents ? Certains jeunes présents ont ouvertement souligné le fait que c’est encore un sujet tabou et il ya des parents qui ne sont ouvert aux échanges.  Pour certains parents c’est un manque de respect et même comme du mépris. Ils disent : « Parler de la sexualité avec ou en présence des parents fait honte. Il y’a aussi la peur et tout dépend de la manière dont les parents vivent avec les enfants et comme conséquence de tout ceci, les jeunes meurent à cause des avortements mal faits et reviennent avec les IST parce qu’ils ont peur des parents. » Ce dialogue communautaire qui a également réuni du beau monde a permis de sortir avec des recommandations sous forme de solutions à ces nombreux problèmes qui affectent les adolescents et jeunes. Il est question de voir comment organiser les dialogues dans les écoles primaires pour commencer à parler de la sexualité le plus tôt possible aux enfants ; d’accentuer les dialogues dans les écoles et dans les quartiers ; d’inclure les parents dans les séances de sensibilisation ; d’inclure les parents dans les séances de sensibilisation sur la SRAJ etc. Rédaction TimesNews2.info

Dr Erik Essousse, Director General of Elections at ELECAM announced on Thursday, 4th of January 2024 while officially launching voters’ registration process for this year. It is through a well-organized caravan that toured the town of Yaounde, that the new registration process was launched by the Director General of Elections Cameroon, Dr Erik Essousse. The patron of ELECAM and his team started with a brief encounter at the governor’s office and later on, went to the Mokolo market where a registration point was set up. At the central town, just beside the post office, another registration point was set up for the operation. Here, Dr. Essousse exchanged with the staff of ELECAM on duty and media practitioners. In the interview granted to the media, the Director General expressed satisfaction and said the process that runs till August 31 targets over 7 million new persons on voters’ lists. He assured the press of the smooth functioning of all machines and the logistics of ELECAM for a hitch-free operation ahead of upcoming elections in 2025. Dr Erik Essousse also seized the occasion to once more encourage women, youths people living with disabilities, and all minorities to register on electoral lists. The Director General of ELECAM was accompanied on the field by the Vice-President of the Electoral Board, Mrs. Appoline Marie Amugu Ekobena, and the Regional Delegate of ELECAM in the Center, Michele Arlette Essi. Djoben’s Adjaba is one of the newly registered voters. He came to accomplish his duty as a citizen. “As a citizen, I believe that registration on voters’ lists is a duty and I have to be ready for upcoming elections and to choose my candidate. I am happy to have registered and appreciate the work of Elecam” He said. Apart from the various registration points set up so far in crowded sites, the nationwide operation takes place in all the regional antennas of ELECAM, and voters are expected. The newly launched registration process is by provisions of the Electoral Code, which states in section 74 that electoral registers shall be permanent and shall be revised every year. Meaning the operations begin on January 1 and end on August 31 of every year. According to statistics from ELECAM, to date, the total number of voters on the national electoral register stands at 7.523.184 electors. At Closing Workshop of JADE’s Project: Journalists, Police Officials & Lawyers Commit to Work in Synergy

They gathered on December 28, 2023, in Douala, Cameroon during the official closing workshop of JADE’s 3-year project on promoting press freedom and Human Rights. During the one-day workshop that gathered on Thursday, 28th of December 2023 in Douala, various stakeholders engaged in the 3-year project dubbed: “A free press to promote Human Rights”, it was disclosed that there has been active participation of media practitioners in the treatment of issues related to Human Rights, yet several loopholes need to be filled in. Fruitful Achievements According to the local based network known as “Journalistes en Afrique pour le developpement “, JADE, the project launched on October 2020 has gone a long way and covered miles thanks to the financial support of the European Union. From statistics released in the third inquiry conducted by JADE in the media landscape as concerns Human Rights issues’ coverage, of the 30 journalists trained by the organization, 19 were fully engaged and were granted effective support in the course of their investigative reports and programs; 815 articles have been produced in different media outlets; series of workshops were organized with the different actors and even to upskill media men. Added to the above, the 42-month project paved the way for a capacity-building workshop on media marketing, which targeted Executive Managers, Station Managers, News publishers, and Editor-in-chiefs of some 28 media organs nationwide. Etienne Tasse, Coordinator of JADE in his opening remarks praised the engagement of various actors (journalists, policemen, administrative authorities, lawyers, magistrates, and civil society organizations) who have shown interest in this project for the past 42 months. He said through this project, journalists have built a strong cooperative spirit with police officials and lawyers. The Coordinator of JADE also saluted the achievements made during the project that led to the creation of a network of media engaged in the promotion of Human Rights. Mr. Tasse Etienne described the just-ended project as which helps in bridging the gaps in Human Rights coverage. However, he acknowledged the fact that several challenges are still to be braced up. He cited access to sources of information which remains a mammoth challenge for journalists. He said: “We have noticed during this project that journalists who are based in the North-West, South-West and North regions face a lot of difficulties in accessing administrative authorities contrary to other regions where officials are open for discussions. Also, we noticed that officials who took part in our informative and capacity-building workshops are open and are lenient with journalists…” As concerns the next steps, the Coordinator of JADE said they will not fold their arms but will keep the same flame. “We will continue to work on Human Rights issues and we will keep producing articles and documents”. Etienne Tasse narrated. Louis Le Meter, pioneer, and veteran journalist, one of the key figures in this project through his association known as “Caractères Sans Frontières” delivered a word of thanks to all media men and actors who embarked on this journey. In his intervention via Zoom, Louis Le Meter said issues remain uncovered and untold in Cameroon, he wished for a free press and more open in the course of her duties. The veteran journalist said the project permitted him to have an in-depth exchange with some journalists, mostly those of the print with whom he liaised from time to time.  He decried the fact that many female journalists were not active in the project and regretted the brutal killings of media actors such as Martinez Zogo and Jacques Ola Bebey. Journalists as key actors Andrew Nsoseka, one of the journalists who actively took part in the project said the initiative was insightful and timely. The young journalist based in Buea, South-West region of the country and who writes for The Post Newspaper has produced a series of articles to spotlight human rights abuses of some persons. “Before this project, I had little knowledge of Human Rights issues and Human Rights reporting because I was doing very little of that in my newsroom. But now, I can say I have it at my fingertips. It is easy for me to spot when a right is abused and I can denounce it through my write-ups.” He said. As a journalist working in a hostile environment that is crippled by the crisis for the past 5 years now, Andrew Nsoseka has learned through the project monitored by JADE to relay human rights violations with a lot of tact. He acted at times as a disguised journalist to grab information that would be reliable for his articles. He added: “One of the main challenges has been with those violating human rights who take you as an enemy when you contact them for more information.” Another journalist who has been very active and prolific in this project is Prince Nguimbouss, working with “Le Jour” newspaper in Yaounde. He hopes the project will be relaunched next year because several issues are left uncovered. Prince Nguimbouss lauded the efforts of JADE and its partners who have used means to collaborate with publishers and Heads of media organs but said some incentives should be analyzed for the effective participation of newspaper publishers in such nation-building projects. At the end of the workshop, the Managing Editor of the Post Newspaper, Adams Bouddih praised the come together, and as a Human Rights defender, he said such initiatives should be multiplied. “As a Human rights defender I would like to appreciate this project but journalists cannot work in a vacuum they have to collaborate with other stakeholders. This workshop was worthwhile but we pray that sessions of this type should be organized more often for people to be reminded of what to do…” Adams Bouddih said. A short film produced by JADE was projected during the workshop with the objective of highlighting the fruitful impacts that can be raised through the collaboration built between policemen and journalists. Members of the Electoral Board of ELECAM met on Thursday, 21st of December 2023, in Yaounde in abid to elaborate the roadmap for the 2024 financial year. As of tradition, Members of the Electoral Board of Elections Cameroon, ELECAM met in Yaounde for the fourth and last ordinary session of the year. The President of the Electoral Board of ELECAM, Dr. Enow Abrams Egbe opened the one-day session with a keyword. In his address, Dr. Enow Abrams Egbe outlined the stakes of this fourth and last session of the year 2023 which takes place a few days after the parliamentary session that gave root to the adoption of the 2024 State Budget. The conclave was also aimed at setting the pace for the 2024 voters’ registration process and the various supervision field trips that will be undertaken for the smooth running of upcoming elections.  Dr. Enow Abrams Egbe said:“Our deliberations shall therefore focus on the review and approval of the repartition of ELECAM’s budget and the special appropriation of the Electoral Board, with regards to our roadmap for the 2024 financial year. Additionally, we shall deliberate and agree on the terms of reference for our next field trip, to supervise the launching of the 2024 annual revision of electoral registers, due to resume on January 1st, as prescribed under Section 74 Sub-2 of the Electoral Code.” However, he pointed out that, the Elections Managing Body in Cameroon, ELECAM keeps conducting regular introspections to improve its internal policies and continuously strives hard for a credible process in the course of its different operations. According to the Boss of the Electoral Board of ELECAM, there have been in-depth analyses ahead of upcoming elections, which paved the way to adopting some 11 key strategies that have been endorsed in the 2024 road map. The said strategic plan is therefore focused on 11 crucial pillars which are to: -Increase the strategic capacities of the Electoral Board in the monitoring, follow-up, and supervision of activities, as well as reinforce institutional cooperation with national and international actors and partners; -Develop or put in place innovative tools and means that will guarantee successful conduct of the next elections; -Create conducive working conditions that will help accentuate the performances of ELECAM’s staff; -Guarantee a viable use of financial resources put in place for all operations; -Optimize communication and sensitization actions to boost the engagement of various stakeholders, for an effective implication of young people, women, minorities, and people living with disabilities; -Prevent and mitigate judicial risks; -Revitalize electoral research and reinforce monitoring for operational performances of support organizations and institutions attached to the General Directorate; -Reinforce and consolidate the practice of bilingualism; -Modernize and secure the documentation and archives system; -Optimize the management of stocks and stabilize the situation of assets; -Reinforce security of persons and goods. Moreover, the Board Chairman seized the occasion of this last session of the year to recall the need for a hitch-free organization of fair, inclusive, and transparent elections as it has always been the case at the level of ELECAM. He said ELECAM is conscious of all the stakes and challenges that are under the spotlight and will take the bull by the horns for positive results. Dr. Enow Abrams Egbe did not fail to hail the directorate of the Elections Managing Body, who has been reappointed recently by presidential decree. He praised Dr Essousse Erik and Mr. Abdoulkarimou whose managerial skills, patriotic dedication and tremendous actions have resulted in another confidence from the Head of State. “…I would like to congratulate, on behalf of the Board, the Director General of Elections, Dr. ESSOUSSE Erik, and his Deputy, M. ABDOULKARIMOU on their reappointment by the President of the Republic. M.
