Honorable Agho Oliver Bamenju, young and active Member of Parliament for the Bafut-Tubah constituency in the North-West region paid an impromptu visit to the site and granted his modest support of FCFA 500.000. Honorable Agho Oliver Bamenju, Member of Parliament for the Bafut-Tubah Constituency, in the Mezam division of the North West Region in Cameroon, paid on Saturday, April 6, 2024, an impromptu visit to the site earmarked for the Bafut-Manjong Hall in Yaounde. The MP who is always preoccupied with the well-being of his population visited the site and spontaneously donated FCFA 500.000, to galvanize the project fund drive. The young, energetic, and proactive MP did not only called on all Bafut sons and daughters to put hands on deck for the realization of the project but also promised to knock on more doors to enable the project to see the light of day. Worthy to recall, Hon. Agho Oliver is one of the MPs known to be very close to his constituents in and out of his constituency, in all their endeavours, and also, in moments of joy or sorrow. Honorable Agho Oliver’s largess and humane character are well appreciated. The Bafut-Tubah MP has for instance, during the crisis in the region helped PSS Bafut students to seek refuge in PSS Bamenda. He followed them to the relocation site to assist those in need. Also when the Bafut Community in Yaounde organized its cultural festival in December 2022, Hon Agho donated close to FCFA 3 million for its success. Moreover, Honorable Agho Oliver is amongst the elites of the North-West region who are striving hard for the achievement of the Bambili Water Project, whose cost is estimated at FCFA 600 Million. Autism: Modern Leisure Center Under Construction in Yaounde

The foundation stone of this center was laid on April 3, 2024, in the Yaounde 7 subdivision by Women’s Empowerment and the family Minister. Minkoameyos, one of the neighbours of the Yaounde VII subdivision of the Mfoundi division, is the area chosen to host this leisure home for autistic children. The foundation stone was officially laid on April 3, 2024, by Women’s Empowerment and the Family Minister, Pr. Marie-Therese Abena Ondoa, personal representative of the First Lady, Mrs. Chantal Biya. The ceremony was attended by several government officials as Social Affairs Minister, Pauline Irene Nguene, the Mayor of the Yaounde VII council, Augustin Tamba, and other administrative staff of both the ministries of Women’s Empowerment and the Family, and Social Affairs. The modern leisure center that is under construction in Minkoameyos is a R+3 storey building that will equipped with necessary didatic materials. In her address, Flore Tchana, promoter and president of the association “Handicap Sans Visage” currently piloting this project in Cameroon expressed her motivation. As a mother of a child suffering from autism, she knows the realities, the costly treatment and care. She said the project set in motion is to encourage parents and guardians of children suffering from autism to have hope and to believe in their potential. Madame Tchana Flore seized the occasion to praise the Head of State, President of the Republic, Paul Biya, and wife, Chantal who accepted to patronize this humanitarian project and facilitated to a greater extent several activities undertaken by the association “Handicap Sans Visage”. According to Flore Tchana, the project which was a dream come true started four years ago, and thanks to fundraising actions, the land on which the leisure home will be built was purchased with these funds. Social Affairs Minister, Madame Pauline Irène Nguene said the project is highly welcomed as several parents leave their children at home because they are ashamed of their conditions. The initiative comes at a time when we need such infrastructures. “I think such a center for leisure will make these children feel better, they will learn new things and be properly followed. ELECAM Announces Registration of Over 144.000 New Voters, Sets the Pace for 2025 Presidential Elections

This was disclosed on Thursday, 28th March, during the first ordinary session of the electoral board for 2024. As of tradition, members of the electoral board of ELECAM convened on March 28, 2024, for the first ordinary session of the year. Top on the agenda of this first ordinary session for 2024, was the examination and adoption of the quarterly report: monitoring and evaluation of the strategic plan 2024/2025; the examination and approval of the 2023 administrative accounts as well as the management accounts; summary of the field trip reports of the board members from the 12th to 27th January 2024; examination and adoption of the terms of reference for members of the electoral board’s field trip to the diaspora from April 18 to 28, 2024 and that of regional branches scheduled from the 4th to the 19th of May 2024. Speaking at the opening of the session, Enow Abrams Egbe, Chairperson of elections management body in Cameroon, kicked off with a satisfactory note. He saluted the relentless efforts undertaken by Dr Erik Essousse, General Manager of ELECAM, and his collaborators to encourage and mobilize people to register massively on voters’ lists. “From the documents and reports submitted by the Director General of Elections. It can be noticed that there have been great strides in the domain of voter registration during the first quarter. The figures as of today show a crescendo trend all over the national territory. We have thus far registered a total of 144.817 new electors, 90.124 for women. 101.848 for the youths and 129 for people with disability. I must commend the field teams for their great work and encourage them to keep this momentum.” Mr. Enow Abrams Egbe said. In his address, the Chairperson of the elections management body, ELECAM said they have put in place some strategic moves for 2024 and the diaspora is one of their key targets. A delegation of the electoral board is expected abroad from the 18 to the 28th of April 2024. He said: “As part of our 2024 strategic priorities, we will soon be deployed to the diaspora to assess the ongoing voter registration. To that effect, a team of technicians will be dispatched in the coming weeks to all our diplomatic representations and consular offices. Their task will be to fix some of the faulty registration kits and conduct training for newly appointed focal points, with the view to ensuring the smooth continuation of voter registration. Permit me, to seize this opportunity to thank our fellow compatriots of the diaspora for their indulgence and republican restraint. I assure you that all issues are being addressed promptly and concurrently to enable every eligible citizen who wishes to register, to do so effectively and enroll on the electoral registers.” As concerns institutional cooperation, Mr. Enow Abrams Egbe praised the collaboration that has been established with some key partners such as the Commonwealth, la Francophonie, and the African Union. From the address of the Chairperson, it was equally disclosed that ELECAM has set the pace for hitch-free and fair elections in 2025. C’est sur son compte X (ancien twitter), que l’activiste, défenseure des droits et Consultante en stratégie s’est exprimée le 26 mars 2024. Dans ses propos Nathalie Yamb démontre la résilience et les combats menés par le peuple sénégalais. Je vois des gens ici saliver d’envie face à “l’alternance démocratique” au Sénégal, et qui se lamentent dans le genre “qu’est-ce qu’on a fait à Dieu pour mériter tous ces mêmes vieux depuis X années”. Je voudrais rappeler que le peuple sénégalais s’est levé courageusement il y a douze ans pour imposer l’alternance, quand Abdoulaye Wade a tenté de faire un 3e mandat. Tous ses espoirs ont été déçus par la dérive meurtrière prise par le régime de Macky Sall, mais il n’est pas resté assis sur ses talons à pleurnicher sur son sort. Les Sénégalais se sont à nouveau levés, ont risqué leur vie, et plus d’une trentaine d’entre eux ont même perdu leurs vies, plusieurs centaines en portent les séquelles, plus d’un millier ont été emprisonnés pendant des semaines, des mois et des années, pour contraindre l’alternance. Ousmane Sonko n’a pas pleurniché après sa défaite en 2019, il a battu campagne chaque jour, dès le lendemain du scrutin, présentant, expliquant, peaufinant, vulgarisant son projet de société partout dans le pays Il n’a pas attendu d’être à 6 semaines de l’élection pour distribuer des t-shirts ou acheter les votes avec 2000 FCFA et une casquette. Il n’a pas accusé les autres opposants qui n’ont pas fait une coalition avec lui d’être des traitres ou des tribalistes, mais il a mis au travail ses militants et sympathisants sur le terrain pour convaincre les gens, les pousser à s’inscrire sur les listes électorales et à aller voter. Il n’a pas braqué les dossiers de candidatures de ses militants pour les empêcher de concourir aux élections locales. Il n’a pas prôné le boycott de l’élection présidentielle sous prétexte que si lui n’est pas candidat, personne ne doit l’être. Il a désigné quelqu’un d’autre dans son parti pour porter le projet, il a fait campagne pour lui et il l’a fait gagner. Vous célébrez des torchons et vous enviez les serviettes. Lutte contre la Désinformation et les discours de Haine au Cameroun : Yaoundé Accueille Plus de 300 Boursiers et Experts en Factchecking

Yaoundé, capitale du Cameroun accueille du 27 au 28 mars 2024 une conférence de deux jours pour contrer les discours de haine et de la désinformation en préparation des élections 2025 au Cameroun. Ils sont plus de 500 participants attendus dès ce mercredi 27 mars 2024 au Djeuga hôtel de Yaoundé, Cameroun a l’initiative de defyhatenow (www.defyhatenow.org). Cette conférence de deux jours est centrée sur le thème : « Lutte contre les menaces numériques aux élections au Cameroun : Stratégies de lutte contre la désinformation en période électorale». Outre les boursiers formés, les autres invités sont des institutions publiques et privées, des partis politiques, des missions diplomatiques, des organisations internationales et nationales, des établissements d’enseignement supérieur, des associations de médias et des fondateurs de plates-formes numériques ayant un grand nombre de followers. Enjeux de la conférence Tel que souligne par le comité d’organisation, l’objectif global de cette conférence multipartite est d’initier un débat public sur les causes profondes de la désinformation, sa manifestation et ses conséquences sur le Cameroun dans son ensemble ; d’échanger des notes sur les meilleures pratiques pour faire progresser la vérification des faits en Afrique avec des experts invités du Kenya, de l’Afrique du Sud et du Nigeria sur la base des expériences de leurs pays en matière de lutte contre la désinformation et les discours de haine en ligne pendant la période électorale. Selon defyhatenow, il est question de contrer les discours haineux qui ont été observés sur la toile du fait de la crise post-électorale de 2018. Cette crise alimentée par des sous-entendus tribaux, a causé des tensions à la fois en ligne et hors ligne. Cela a créé un pseudo clivage ethnique et politique qui a conduit à l’émergence d’une rhétorique «Tontinard» contre «Sardinard». En outre, le pays était déjà aux prises avec un conflit séparatiste armé faisant rage dans les régions du Nord-Ouest et du Sud-Ouest, qui entre maintenant dans sa huitième année et ne montre aucun signe de fin ; une situation déjà aggravée par une guerre impitoyable contre les djihadistes de Boko Haram dans certaines parties de la région de l’Extrême-Nord.  « Cette conférence arrive à point nommé et vise à donner le ton à une série d’activités qui seront menées à l’approche des élections au Cameroun, en 2025. Comme le nom de notre association, Civic Watch, l’indique à juste titre, nous encourageons tous les Camerounais à assumer leurs responsabilités civiques, mais ils doivent le faire en faisant attention à leurs paroles et à leurs actions », a expliqué Ngala Desmond Ngala, Country Project Manager #defyhatenow. « A la fin de cette conférence, notre objectif est de proposer des réponses préventives et réactives plus efficaces pour guider les efforts futurs de protection de l’intégrité électorale et de prévention de la violence électorale », a-t-il souligné A propos de l’AFFCameroon Lancée en janvier 2020, l’ « Africa Fact-checking Fellowship » dénommée #AFFCameroon vise à promouvoir la vérification des faits, le journalisme de données et les droits numériques auprès des journalistes, des blogueurs, des créateurs de contenu et des leaders communautaires en Afrique. Cette initiative intervient dans un environnement marqué par la prolifération de déclarations trompeuses, la fabrication d’informations (photos, vidéos, deepfake), le partage de trolls, les pseudo-comptes, les escroqueries en ligne, ainsi que les discours calomnieux, haineux et dangereux sur les médias sociaux ciblant des individus et/ou des groupes interethniques. La formation trimestrielle a jusqu’à présent équipé plus de 200 personnes opérant activement dans huit des dix régions du Cameroun. En tant que relais communautaires, ils constituent une masse critique croissante de vérificateurs de faits, de promoteurs d’informations factuelles et de défenseurs des droits numériques qui luttent contre les discours haineux en ligne et hors ligne. Les militants ont fêté dans une ferveur populaire le 39è anniversaire de leur parti. Le ministre Pauline Irène Nguene, Membre de la Délégation Permanente Régionale pour le Centre et Chef de mission du Comité Central du RDPC pour la circonstance, a réaffirmé l’engagement et l’indéfectible soutien au Président national lors des prochaines échéances électorales, en confortant la position du RDPC, comme parti leader dans le Nyong-Ekelle. Social Protection: MINAS-WFP Strengthen Collaborative Avenues

The Ministry of Social Affairs and the UN Agency in charge of the food programme signed a memorandum of understanding on March 22, 2024, in Yaounde. It is a significant milestone in the World Food Programme’s partnership with the government of Cameroon, as the two entities signed a memorandum of understanding on Friday, 22nd of March 2024 in Yaounde. The partnership agreement was sealed between Social Affairs Minister, Pauline Irene Nguene and country representative of World Food Programme, Wanja Kaaria. Reaching out to marginalized groups Speaking on behalf of the World Food Programme, Country Representative, Wanja Kaaria said this new collaborative accord comes at a time when her organization is engaged in curbing the needs of vulnerable communities and supports the government in its various actions. She outlined the fact that this partnership agreement is just the continuation of a long-standing collaboration established with the government throughout a series of ongoing programs that seek to relieve vulnerable groups in humanitarian settings or remote areas. “More than ever, we are called to effectively respond to the pressing needs of vulnerable people. We must make sure we build strong communities and social systems, including social services that help equip the vulnerable populations with tools required to increase their resilience to a variety of shocks.” Wanja Kaaria said. Pauline Irene Nguene, Minister of Social Affairs, on her part, said this agreement is highly welcomed as it will be an effective response to the multidimensional needs of marginalized communities as observed on the field. Taking stock of the numerous activities achieved by WFP on the field, she praised this new collaboration that will be of benefit to marginalized groups. Madam Nguene went further to express government’s will to see an extension of the MoU and new partnership agreements addressed to target groups such as those children and girls living with disabilities. It was disclosed during the signing ceremony that WFP and MINAS have put in place an annual plan of action for 2024 with a total budget of 107.587.898 FCFA. That is 81.114.748 FCFA for the World Food Programme and 26.473.150 FCFA for the Ministry of Social Affairs. This information was highlighted in a presentation by Henri Nyambi III Dikosso, Technical Adviser number 1 and Coordinator of the RESUC project at the Ministry of Social Affairs. Stakes of the partnership Since 2022, the two structures have worked together to operationalize the unified social registry (register unifié social au Cameroun-RESUC), aimed at assisting the government, humanitarian and development actors to implement social assistance programmes and projects effectively and efficiently. Through this agreement, the World Food Programme, the United Nations Agency, and the Ministry of Social Affairs, MINAS will strengthen collaboration to design and deliver inclusive social assistance, placing marginalized groups at the heart of their work. Via this newly signed memorandum of understanding, MoU, the World Food Programme, WFP which embarked on the field of social protection in Cameroon, is setting the pace for technical and financial assistance. According to provisions of the MoU, the UN’s agency food programme and MINAS are expected to collaboratively achieve some key objectives as stated in their partnership accord. In objective number 1, WFP facilitates South-South and Triangular cooperation for the government of Cameroon through direct exchange of knowledge, experiences, skills, resources, and technical know-how to support the expansion and coordination of Cameroon’s social protection system. In objective number 2, it is stated that accountability to affected populations is mainstreamed through information, provision, consultation, and the establishment and efficient management of a grievance redress and feedback mechanism for the Unified Social Registry. In objective number 3, MINAS’ capacity is strengthened to coordinate, design, deliver, monitor, and evaluate inclusive social assistance through digital cash transfers, taking into account the varied vulnerabilities of those supported through MINAS and partners’ mandates.
