Scaling Up Humanitarian Response: Plan International Maps Out Strategies for In-depth Actions in Crises Zones

Central and West Africa’s Directors of Plan International granted a press conference on September 22, 2023, after a 5-day strategic meeting in Yaoundé, Cameroon. Leading humanitarian organization that advances children’s rights and equality for girls, intends to intensify its humanitarian impact in fragile and security-sensitive contexts with regard to the growing scale and complexity of the challenges faced by children, particularly girls and young women in the Central and West Africa region. This was officially announced on Friday 22nd of September 2023 by Directors of Plan International who gathered in Yaoundé from September 18 to 22, within the framework of their regional leadership management meeting.  The said come-together brought from 15 countries, Directors of Plan International of Central and West Africa, Europe, the Americas, the Regional Bureau, and the International Head office. The Yaoundé 2023 meeting as it was dubbed has been organized in Cameroon for strategic reasons and its humanitarian setting context. Mrs. Fatoumata Haidara, Regional Director of the Sahel and Lake Chad reassured the media. In a one-hour presser, the Regional Director for Sahel and Lake Chad, Mrs. Fatoumata Haidara, and Country Director of Plan International Cameroon, Mr. Mohamed Bah responded to some saliant questions raised by media men as concerns some punctual activities to be undertaken in crisis-affected zones of the Central and West Africa regions. In his introductory note, the Country Director of Plan International, Mohamed Bah disclosed that Plan International which is a non-governmental, humanitarian and development organization striving for children’s rights and equality for girls worldwide for over 85 years now, was founded in 1937 during the Spanish Civil War by late British Journalist, John Langdon-Davies. According to Mr. Bah, Plan International is first and foremost a heritage of the media. He said journalists have to support actions of the organization, be abreast of its community-led activities, and channel crucial information to the public. “You the media, you are the vehicle. We have expertise in writing projects that can mobilize resources for action and in these projects, we put the necessary resources for you to transmit the information. We can do it; we just need to sit down together and agree on how to go and get the framework…” Mohamed Bah narrated. Mr. Bah added that the organization has the zeal to do more with the few resources at hand. He said: “We want to provide more quality protection for girls, more quality education to be sure that even in circumstances of crisis, the rights of girls to education, protection, and their dignity are assured…” Fatoumata Haidara seized the occasion of the press conference to reaffirm the fruitful and longstanding cooperation ties existing between their organization and the government. Answering the question on how the humanitarian organization envisages to fully implement its actions in conflicting areas like the North-West and South-West regions, Mrs. Fatoumata Haidara said the government and other international partners work closely with them for effective and impactful results. “We are not working alone; we have the government. We work closely with communities; we have partners on the field and we do everything to reach the most vulnerable, especially children and girls. We are well grounded and we cannot do anything without all our partners.” She said. Added to Mrs. Haidara’s response, Cameroon’s Country Director made mention of the organization’s presence in the country since 1996, which is proof of its notoriety. Plan International’s team also insisted on the fact that media practitioners should mainstream information to communities, especially that of vulnerable youths who are the core targets in the organization’s agenda. Mohamed Bah went further to request from media practitioners present at the press conference, to see how they can explore collaborative avenues with Plan International. He is convinced media men throughout their various trade unions and associations could champion key topics concerning young people and the girlchild in particular. Representative of young people at the 5-day meeting, Miss Beltivate who is part of the regional youth advisory panel said youths are highly involved in the decision-making processes of Plan International. She saluted the initiative of Plan International which is devoted to their cause and said they will keep monitoring youth activities. Togo’s Country Director, Mrs. Awa Faly Ba who was charged with reading the final recommendations outlined some main issues among which are: Plan International’s commitment to working well together to deliver its regional value proposition (lead, protect, serve, connect); working with and across the region, country offices, and clusters, with clear accountabilities and mutually reinforcing leadership behaviors and rely on the support of local partners to better their operations on the field. The Yaounde Hilton hotel played host on September 20, 2023, to the 4th National Steering Committee meeting of the Regional Stabilization Facility-Cameroon window. The 4th National Steering Committee Meeting of the Regional Stabilization Facility-Cameroon window held in Yaounde on Wednesday, 20th September 2023 was chaired by the Minister of Economy, Planning and Regional Development, Alamine Ousmane Mey. The key objective of this fourth cometogether was to evaluate the degree of implementation of the project and to develop strategic guidelines for the implementation of upcoming phases. Added to the main objective, this 4th National Steering Committee meeting of the RSF- Cameroon window was aimed at presenting the principal challenges and constraints, as well as opportunities identified in the implementation of the upcoming Phases of the project. Apart from the Minister of Economy, Planning and Regional Development who presided at the meeting, it was attended by Aliou Mamadou Dia, Resident Representative of United Nations Development Programme, UNDP in Cameroon, Minister of Basic Education, Laurent Serge Etoundi Ngoa, Minister of Women’s Empowerment and the Family, Marie-Thérèse ABena Ondoa, Minister of Youth Affairs and Civic Education, Mounouna Foutsou, Minister Delegate incharge of Justice, Jean de Dieu Momo, diplomatic representatives and other local authorities. The Meeting Proper The Meeting which lasted for close to 3 hours mainly focused on realizations and perspectives as phase II of the RSF-Cameroon window drops curtains to give root to phase III. The localities of Fotokol, Hile-Alifa, Kolofata, Logone-Birni, Makari, Mokolo, and Mozogo are the areas targeted for the second phase. In his welcome address, UNDP’s Resident Representative, Mr. Aliou Mamadou Dia praised the fruitful and existing collaboration between the government and the United Nations Agency in Cameroon. In an interview granted to media practitioners, Mr. Aliou Mamadou Dia outlined the fact that more needs to be undertaken in the Far-North region of the country as the third phase of the RSF-Cameroon Window is to be launched in the days ahead. According to UNDP’s patron in Cameroon, the realizations that are underway in some targeted areas of the Far-North region are palpable. Taking the floor to officially open discussions at the meeting, Minister Alamine Ousmane Mey, set the pace by appreciating the work carried out so far in the first and second phases of the project, which to him are the results of contributive actions of technical and development partners not putting aside authorities which have been very instrumental. The Minister noted that three key areas have been targeted; the first is the safety and security of the population and their goods, the second is the construction of infrastructures and extending this infrastructure to be able to create the right conducive environment for development and the well-being of people and lastly, the economic empowerment of women, youth through income generating activities. “I think that all these key areas of action are going to bring back, serenity, and confidence from the people because of the situation they were witnessing. This time around they have very strong confidence in their future. They envisage their development and we want to believe that Cameroon in all its regions is moving towards becoming an emergent country in a very balanced manner. Otherwise, we will not be able to attain our goals in terms of becoming an emergent country” Alamine Ousmane further stated. After the opening session, a descriptive presentation of activities already carried out during phase II was made by the Head of the Stabilization project, Christophe Charbon. It was disclosed that many different projects have been realized in 7 localities of the Far North region among which are: the rehabilitation of health centers, security, and justice infrastructure built or rehabilitated and equipped as well as education infrastructure built/rehabilitated and equipped. In his presentation, Mr. Charbon said some of the projects will be completed in August 2024. Yet, he stressed the need for more Gendarmerie Posts to be constructed in a bid to tackle one of their challenges, that of destruction. The meeting also served as an opportunity for the Youth Affairs and Civic Education Minister to raise some key issues concerning youths of this part of the country. Minister Mounouna Foutsou said young people in these targeted areas need more training opportunities that will help highlight their skills. On behalf of the Governor of the Far-North region, Nchotu Abraham Tembei, Inspector in charge of deconcentrated technical services said the rate of realizations of phase II has been very concrete and this has already brought great relief to the populations. Also, during the meeting, Mr. Nchotu expressed the wish for the reconstruction of destroyed homes to be taken into consideration in the drafting of Phase III of the RSF-Cameroon window. About the Regional Stabilization Facility The Regional Stabilization Facility (RSF) is a financing facility developed by the United Nations Development Programme (UNDP), with support from Germany, Sweden, the UK, the Netherlands, the European Union (EU), and the African Development Bank (AFDB) to facilitate the implementation of the (RSS of the Lake Chad Basin Region. The facility, which is being implemented in the four affected countries (Cameroon, Chad, Niger, and Nigeria), focuses specifically on four pillars of interventions under the RSS. They include Governance and social Contract; Socio-economic Recovery and Environmental Sustainability; Preventing Violent Extremism and Building Peace and Empowerment and Inclusion of Women and Youth. The RSF was launched on 18 July 2019 on the margins of the Second Lake Chad Basin Governors’ Forum in Niger. It is a multi-donor basket fund, seeking to mobilize an estimated budget of USD100m to carry out stabilization interventions in the affected territories. The RSF has two types of components; four national windows, providing immediate stabilization (for 18 months) in the specific target areas in the four affected countries, and a regional window that provides extended support for implementing the RSS. Rodrigue Ndzana, r’N de ses initiales fait partie de ces artistes camerounais qui ont su se frayer un chemin dans un style musicale poétique appelé le slam. Bien que très présent sur scène et dans plusieurs initiatives locales qui visent à promouvoir le slam Camerounais notamment via le concept Slameroun, r’N revient sous le feu des projecteurs avec son titre à succès “C’est Monté, C’est Descendu”. Le slammeur camerounais a sorti ce mercredi 20 septembre 2023, le clip de cette chanson. Un travail de longue haleine qui a mobilisé plusieurs ressources pour sa réalisation. Message phare Dans ce titre intitulé : “C’est Monté, C’est Descendu”, l’amoureux de poésie décrit les réactions que la plupart des gens adoptent lors d’une réussite. r’N à travers ce titre démystifie les préjugés qui entourent la réussite et la célébrité. « Dans plusieurs sociétés lorsque des gens réussissent ils sont cités comme exemples, ils sont célébrés à travers des clips, ils sont des véritables modèles et leurs parcours sont cités mais chez nous, lorsque tu réussis, tu entends c’est monté, c’est descendu. C’est critique, on soupçonne le mal, les sectes. On ne voit jamais d’un bon œil les gens qui ont réussi grâce au travail. Et à la limite les gens se vantent d’être pauvre et de n’avoir rien fait de leurs vies alors qu’en fait nous devons juste encourager la réussite et juste montrer qu’on peut réussir comme telle personne. Un véritable acteur de développement dans notre société.  Qui est r’N ? Née le 29 novembre 1982 à Douala, région du littoral du Cameroun, Rodrigue Ndzana est tout dabord un passionné de l’écriture. Comme il le dit, il débute ses pas sur le monde artistique en 2009 avec un livre avec un recueil des poèmes appelé : « Je t’aime en splash ». L’écrivain Camerounais et virtuose de slam poésie se découvre des 2010 dans le domaine dont il excelle le mieux aujourd’hui.  r’N est le fondateur du Nda slam, un véritable vivier de paroliers talentueux qui assure aujourd’hui la continuité dans l’excellence dans cet art très récent dans nos scènes artistiques. Mais qui épouse pourtant nos habitudes oratoires culturelles. Rodrigue Ndzana c’est aussi cet artiste engagé qui a fait honneur au Cameroun en véritable ambassadeur des arts et de la culture à la coupe d’Afrique de Slam Poésie (CASP). Travail Domestique : Horizons Femmes se déploie dans les Ménages à travers une caravane mobile

Ladite caravane mobile a sillonné une trentaine de quartiers de la ville de Yaoundé. Ce 19 septembre 2023, il est exactement 11 heures au quartier Melen, lorsque le coup d’envoi de la caravane mobile est donné par Chantal Ngo Sende, Responsable de la cellule Genre à Horizons Femmes. Selon Chantal Ngo Sende, il est question de faire des descentes dans les rond points, carrefours et marchés des quartiers les plus populeux de la ville de Yaoundé, capitale du Cameroun afin de sensibiliser les populations sur les contours du travail domestique. La Responsable cellule Genre dit : « Il est question de faire un plaidoyer pour les droits des travailleurs domestiques parce que nous pensons que c’est un secteur d’activité qui a longtemps était négligé. C’est un secteur d’activité que tout le monde connait et sait ce que c’est le travail domestique mais dont on en parle très peu. Chacun d’entre nous a un travailleur domestique à la maison mais quand il est question de leurs droits on n’en parle pas suffisamment. Donc il est question pour nous de remettre ce débat sur la table, de valoriser ce métier qui loin de ce qui parait est la base de tous les autres secteurs d’activités. » Au quartier Melen, non loin du siège de Horizons Femmes, les agents de terrain vont à la rencontre des populations afin de leur passer le message. Christophe, jeune tenancier d’un bar dans les environs veut savoir de quoi il s’agit, il a directement les réponses à ses préoccupations. Lors des échanges avec les agents de terrain de Horizons Femmes, le jeune tenancier apprécie l’initiative mais souhaite que ce message soit répercuté au niveau des employeurs qui ont beaucoup d’argent. « Cette campagne a vraiment sa place mais je souhaite que vous alliez chez les employeurs qui ont beaucoup d’argent là, ce sont eux qui en majorité exploitent beaucoup les pauvres ménagers et gardiens qui travaillent chez eux. La plupart de plaintes des employés de maison viennent toujours de chez eux… » Dit-il. Après plus de 40 minutes de sensibilisation au lieu-dit Total Melen et ses environs, l’équipe de Horizons Femmes abord de son camion mobile s’est ensuite rendue du côté d’Obili, carrefour Biyem-Assi, marché acacia. Ambiance, animation avec des messages clés et partage des prospectus sur le travail domestique étaient en vitrine tout au long du trajet et ce qui a attiré de nombreux regards des populations de ces quartiers. A Biyem-Assi, au lieu-dit rond-point express, la caravane mobile a fait un stop. L’heure était aux échanges avec les passants dans la rue, des propriétaires des restaurants et débits de boissons et les descentes dans certains foyers. Chantal Ngo Sende de Horizons Femmes a indiqué que ce projet initié par l’OIT cadre avec les missions de leur organisation à base communautaire. Elle ajoute :« Ce qu’il faut dire ce qu’en plus des caravanes mobiles il ya des équipes qui font des descentes sur le terrain pendant la caravane, et sensibilisent les populations dans les domiciles donc avec cette stratégie nous pensons que la caravane mobile nous permettra de toucher une bonne partie de la population, et de transmettre un message que nous tenons vraiment à cœur et qui j’espère tombera dans les oreilles des personnes avisées. » Toute une journée dédiée à la sensibilisation des masses afin de tordre le cou au fléau d’exploitation, de maltraitance et abus sexuels qui sévissent dans le travail domestique notamment chez les jeunes filles et femmes. A titre de rappel, cette caravane mobile nationale organisée par l’Organisation Internationale du Travail (OIT) et ses différents partenaires d’implémentation à l’instar de l’organisation à base communautaire Horizons Femmes, entre dans le cadre d’un plaidoyer sur la revalorisation du travail domestique au Cameroun.  Un plaidoyer officiellement lancé le 16 juin 2023 à Yaoundé au cours d’un café parlementaire et d’une série d’activités dénommées : « les journées d’activisme en faveur de la main d’œuvre domestique » lancées le 10 juin de cette année. Qu’est ce que le travail domestique et ses différentes formes ? Le travail domestique désigne un ensemble de taches effectuées au sein ou pour le compte d’un ou de plusieurs ménages dans le cadre d’une relation de travail. Le travail domestique peut prendre plusieurs formes telles que : la garde d’enfants, le ménage, la cuisine, la lingerie, le repassage, le jardinage, le conducteur de maitre, l’auxiliaire de vie, la gouvernante/le majordome de maison. Quels sont les devoirs et les droits des travailleurs et travailleuses domestiques ? Conformément aux instruments juridiques nationaux (code du travail du 14 aout 1992-Decret du 10 juillet 1968 fixant les conditions générales d’emploi des domestiques et employés de maison) ; et aux NIT (Conventions No 189, No 202, No 87, No 98 et No 154 de l’OIT), les droits des travailleurs et travailleuses domestiques peuvent se regrouper en trois catégories. To Boost Community-Led Monitoring Activities:  RéCAP+ Upskills 30 Media Practitioners

A two-day workshop aimed at training media actors from all ten regions of Cameroon was launched in Mbalmayo on the outskirts of Yaounde as part of activities of the community-led monitoring project of RéCAP+. From September 14 to 15, 2023, the town of Mbalmayo, Centre region of the country played host to an engagement and capacity-building workshop of media practitioners on how to amplify communication about phase I of the Universal Health Coverage (UHC) and activities of the community-led monitoring (CLM) project implemented by RéCAP+. According to the staff of local based community organization, RéCAP+ which is the Cameroon Network of Associations of People Living with HIV/AIDS, the two-day workshop was out to upgrade the skills of 30 media representatives on the communication about phase I of the UHC and activities conducted through the community-led monitoring project related to the availability of HIV and Malaria services offered to patients free of charge. Speaking at the launch of the said workshop, Executive Director of RéCAP+, Henri Landom Shey called on the effective collaboration of journalists and his organization. He said: “The calling of this meeting is due to the landmark decision signed by the Minister of Public Health bringing out HIV users fees. HIV users’ fees are aimed at eliminating direct payments of HIV services by communities using these services. Thanks to USAID RéCAP+ was engaged to follow up this decision with the effective elimination of this policy. So RéCAP+ cannot do it alone, we had to engage the media because these populations need to be sensitized and mobilized, and those services rendered to them. We call on the media to see how they can join forces with RéCAP+…” In his address, Mr. Landom Shey pointed out the crucial role the media plays in the full implementation of this project since 2021. He believes one hand cannot carry a beehive and called for the staunch engagement of the 4th estate. In an interview granted to the media, the Project’s Coordinator, Rose Sangong emphasized the fact that the workshop is also a move to accompany the Ministry of Public Health in implementing its national policy on Universal Health Coverage Phase I. “In terms of Malaria treatment in this Phase I of the UHC in Cameroon, we have a good number of services offered free of charge or at low costs for our communities notably for children aged below 5 and pregnant women. And concerns HIV treatment, there are users’ fees that are now englobed in the UHC package, and services equally remain free of charge in public health hospitals. With these series of packages offered free of charge by the government, we thought it wise to engage media practitioners who will in return grant information to the public…” Mrs. Sangong narrated. Just like Henri Landom Shey, Executive Director of RéCAP+, Mrs. Rose Sangong insisted on the fact that the workshop in Mbalmayo which is the second of its kind, is organized thanks to the United States Agency for International Development (USAID), the U.S President’s Malaria Initiative (PMI) with the full unction of the Ministry of Public Health in Cameroon. One of the key topics spotlighted during the workshop was that of Malaria which according to the World Health Organization (WHO) is the leading cause of death of about 11.000 persons every year in Cameroon. Mr Ngambe Oumarou, Representative of the National Malaria Control Program (PNLP) outlined some comprehensive package of interventions that have been set by the Ministry of Public Health via the program. The participants were more informed on free-of-charge packages such as insecticide-treated nets and intermittent preventive treatment of malaria for pregnant women. During the session dedicated to the Universal Health Coverage Phase I, the Chief section of communication for UHC said the project officially launched by the Minister of Public Health, Dr. Manaouda Malachie, on April 12, 2023, in the locality of Mandjou, East region of Cameroon is effectively on rails. Dr. Noudji Simon stressed on the need to accentuate communication on the UHC which has a handful of packages free of charge. He said many people are not aware of the amount of money disbursed by the government to facilitate their treatment in public health hospitals. It was disclosed that children aged from 0 to 5 years are exempted from consultation fees for all diseases in public hospitals and integrated health centers. Also, Persons living with HIV/AIDS, Tuberculosis, and Onchocerciasis have access to free-of-charge treatment in all ten regions. As concerns People undergoing dialysis, they have to pay an annual fee of 15.000FCFA instead of 520.000FCFA a year, in various public hospitals where the dialyses are conducted. He went further to address the issue of enrolment in the platform to benefit from all these services offered by the State. At the end of the training workshop, participants convened from all ten regions of Cameroon mapped out strategies to better the communication on these key issues affecting vulnerable groups and communities. The said partnership agreement was signed on Friday, 15th September 2023 in Yaounde, Cameroon. As outlined, it is the first ever signed partnership agreement between Cameroon’s Ministry of Agriculture and Rural Development and Plan International-based bureau. The main objective of this partnership agreement as underscored by Plan International, is to enhance the revenues of young women and ameliorate their food safety. A laudable initiative that enters within the framework of Sustainable Development Goals. The ceremony that took place at the conference hall of the Ministry of Agriculture and Rural Development on Friday 15th of September 2023, was attended by senior officials of the host ministry, staff of Plan International Cameroon as well as some development and technical partners in this sector. In his key address, Country Director of Plan International, Mr. Mohamed Bah said this newly signed partnership is very important for their organization in general and in particular in Cameroon, given the tremendous activities which they carry in the field. Plan International’s Country Director said: “We work a lot in the domain of development, we work a lot with youths and women. We work to advance children’s rights and equality for girls, and vulnerable persons wherever they are. In Cameroon, we have several interventions in various regions that are inclined on agriculture and rural development, reason why we have embarked on this accord with the ministry. It is the ministry that defines the standards and implements the government’s policy. So, for us, to seal such a partnership with the ministry is to accept an effective and efficient collaboration at the national and decentralized levels; contribute to achieving the ministry’s objectives and missions and seize opportunities to have its full support in our different activities…” Mr. Bah also took advantage of this ceremony to once more salute the government which has always been granting its staunch support to Plan International in the course of implementing its activities on the grounds. Minister of Agriculture and Rural Development, Gabriel Mbairobe, praised the new framework agreement as an open opportunity for rural communities. “Today marks a decisive step in the implementation of our national community development strategy. This partnership accord comes at a moment when the country is facing some crises in regions like the North-West, South-West, and Far-North where several unmet needs such as food are recognized as a universal risk factor for harmful outcomes for children and young people. As food insecurity keeps on rising in affected regions, issues such as child marriage, child labor, physical and emotional violence, sexual violence, and abuse are likely to be exacerbated. This is why Plan International Cameroon and the government through MINADER seek to bring preventive solutions and revamp the well-being of young women via this framework agreement. US Global AIDS Coordinator, Dr. Nkengasong Hails Horizons Femmes for Contributive Efforts in Tackling HIV in Cameroon

United States of America’s Global AIDS Coordinator on a working visit to Cameroon, was received at the head office of Horizons Femmes in Yaounde, on Thursday 7th of September 2023. Dr John Nkengasong, United States Ambassador-at-large and Senior Bureau official for Global Health Security and Diplomacy, who was in Cameroon for a two-day working visit has seized the occasion to make a stop in some community-based organizations benefiting from the PEPFAR Programme in the country. Among these community-based organizations that are part of the US President’s Emergency Plan for AIDS Relief, PEPFAR, is Horizons Femmes. At the head office of the community-based organization, Horizons Femmes at Melen, a reputable neighbourhood in Yaounde, the US Global AIDS Coordinator followed a presentation on the different services offered in terms of HIV/AIDS prevention, listened to a beneficiary, and later on proceeded to a guided tour of the laboratory and safe space. Dr Nkengasong for close to 45 minutes, exchanged with the staff of the more than 20 years serving community organization who has as main targets young girls, women, and vulnerable groups such as female refugees as well as sex workers. With the balance sheet of activities led so far by Horizons Femmes, the first association in this particular domain, Dr Nkengasong, was marveled and did not fail to express his satisfaction. Speaking to media practitioners at the end of his brief visit, Dr Nkengasong praised the work and numerous field activities undertaken by Horizons Femmes who plays a vital role in the fight against HIV/AIDS in the country. “Cameroon has made a lot of progress in the fight against HIV/AIDS. We have seen how the rates of new infections have decreased over the years but we now know that we have a big challenge which is the high rate of new infections among young girls and women as a whole. What this organization does is very important because it focuses on women and provides them an opportunity to have a space to discuss HIV issues and benefit from prevention services.” He said. The US Ambassador-at-large also mentioned the fact that the fight against the HIV pandemic is a joint initiative that starts at the roots with associations, and community-based organizations and moves to the top with government and international organizations. He pointed out: “We cannot defeat HIV without a full comprehensive program for prevention among women. I am very encouraged by what I have seen here today.” On her part, Denise Ngatchou, Executive President of Horizons Femmes saluted the multiple outstanding programs put in place by the United States of America in a move to tackle HIV/AIDS worldwide by 2030. Madam Ngatchou said the organization which she has been leading for several years benefited from the PEPFAR programme for more than 12 years now. “This has been a great opportunity to exchange with the US Global AIDS Coordinator as we have for more than 12 years carried out many activities within the PEFPAR program. 12 years is not just a few days; we have gone a long way. Through the financial support granted by the PEPFAR project, we have been able to launch capacity-building workshops and provide services for our beneficiaries.” Despite the numerous activities undertaken by Horizons Femmes through this laudable program, Denise Ngatchou underscored the need for more investments that will help increase the well-being of the various beneficiaries. The Executive President of Horizons Femmes said much is still to be carried out and there is a crucial need for investment, and believes the United States can do more by injecting funds into such community-led activities. Who is Dr. Nkengasong? Dr. John N. Nkengasong is a Cameroonian-American virologist serving as the Global AIDS Coordinator in the Biden administration since 2022 and Senior Bureau Official for Global Health Security and Diplomacy since 2023. He previously worked as the Director of the Africa Centres for Disease Control and Prevention from 2016 to 2022 and at the World Health Organization, WHO, and Centers for Disease Control and Prevention. During the COVID-19 pandemic, Nkengasong was appointed the WHO Special Envoy for Africa. Dr Nkengasong earned his undergraduate degree at the University of Yaoundé I in Cameroon. During his undergraduate degree, he met Peter Piot, who encouraged him to visit Antwerp as a graduate student in virology. He ended up studying biomedical sciences at the Institute of Tropical Medicine Antwerp. After completing his second degree, he moved to the Vrije Universiteit Brussel, where he earned a Master’s degree in medical sciences. After earning his Master’s degree, Dr. Nkengasong joined the research group of Guido van der Groen and Piot. His doctoral research was the first to characterize all of the genetic subtypes of HIV in Africa. He later completed a management qualification at the John F. Kennedy School of Government. Activities to mark the 25th anniversary of the national telecommunications company, CAMTEL were officially launched on September 7, 2023, in Yaounde. Cameroon telecommunications company, CAMTEL, is 25 years old. The public leading telecommunications company created on the 8th of September 1998 celebrates its quarter-century with several achievements registered. These achievements were outlined in a press briefing granted by the General Manager of CAMTEL on Thursday, 7th September 2023 at the Head office of the company in Yaounde. Media practitioners, senior officials, and staff of CAMTEL as well as renowned artist musicians such as Stanley Enow, and Indira Baboke took part in this launch of activities. 25 years of epic story In her introductory statement, Mrs. Yah Sunday Judith Epse Achidi said the history of the Cameroon telecommunications centers on its missions, activities, and performance. She saluted the work accomplished by her predecessors who inscribed their names in the history of the company, today known for its quality of services nationwide. “…But CAMTEL’s history, like that of any other organization, is first and foremost a history of people. That is why, as we celebrate the company’s 25th anniversary, I would like to spare warm and grateful thoughts for all those who made CAMTEL’s history since the company’s inception. I would like to spare a thought for the many employees who are no longer with us, either because they have retired or because they have left this world. Special thoughts go to those who, before me, stood at the helm of this company. Who can forget the leadership of Mr Emmanuel NGUIAMBA NLOUTSIRI?  Who can forget the tenacity of Mr David NKOTO EMANE? Of course; no one has forgotten the individual contributions of all those who have gone before us, and who contributed enormously to the development of our company: NGUIMBA NLOUTSIRI, NKOTO EMANE, MAGA, TANG ENOH, Nfon MUKETE, and all the others. CAMTEL’s General Manager also seized the occasion to express appreciation for her collaborators who are devoting themselves in a bid to achieve missions assigned to the company by the President of the Republic. “To all my collaborators, to all CAMTEL staff, I would like to say on the occasion of this our 25th anniversary, that we share the pride of belonging to an organization that, for 25 years now, has been working in line with the missions assigned to us by the President of the Republic, in the decree he signed on 8 September 1998.” The celebration of CAMTEL’s silver jubilee as underscored by the General Manager is also an opportunity to review successes achieved though the adventure has been fraught with pitfalls and challenges that were braced up. Judith Yah Sunday Epse Achidi said: “People tend to forget too often that it is CAMTEL that manages the 12,000-kilometre national optical fiber backbone, which will soon be extended by 4,000 more kilometers. It is too often forgotten that it is CAMTEL that manages the four landing points of the optical fibre submarine cables rolled out in the country, and which enable Cameroon to be in contact with the entire world. People forget all too often that CAMTEL provides this optical fiber infrastructure to all operators and a wide range of organizations. Finally, it is too often forgotten that CAMTEL now holds three operating licenses for fixed-line telephony, mobile telephony, and transport over optical fibre.” She added: “You must have gathered by now that, as we celebrate our 25th anniversary, CAMTEL does not see itself as the last survivor of an old world. CAMTEL is not driven by melancholy. CAMTEL is simply living with the times and proudly celebrating its 25th anniversary.” The General Manager equally mentioned the launch two years ago of SIM cards dubbed BLUE. CAMTEL’s patroness however acknowledged much is still to be done in the days ahead to satisfy customers and the public at large, yet the company is driven by the desire to always provide quality services. Since her appointment at the helm of this prestigious public company on December 14, 2018, Mrs Yah Sunday has put at the forefront two main concepts, that is: customer centricity and change management which she has been striving for five years now.  The first female General Manager of the national telecommunications company whose dynamism is visible through palpable actions carried on the field is more than ever animated by the zeal to offer quality telecom services at affordable rates. Activities of the celebrations Some of the major activities to mark this silver jubilee will take place according to the following calendar:  September 2023-December 2023: Sales campaigns around the theme of the 25th anniversary (audiovisual advertising campaign and roadside posters throughout the country); December 2023: organization of a major music concert in Douala as part of “CAMTEL Show”. CAMTEL’s new product lines will be presented on this occasion; January 2024: Distribution of the commemorative coffee table book; February-March 2024: organization of “CAMTEL Tech Event”, aimed at the student community on the campuses of the universities of Yaounde I, Douala, Buea, Dschang, and Ngaoundere; March 2024: Roundtable conference on the role of women in telecommunications over the past 25 years; April-May 2024: organization of “CAMTEL Care”, a corporate social responsibility initiative targeting local communities, and award of medals to staff; August-September 2024: Major advertising campaign and special 25th-anniversary sales promotion; September 2024: organization of a gala night, dubbed “CAMTEL Gala”.
