Members of the electoral board of Elecam met during their third ordinary session of the year 2025 to review the level of preparedness ahead of the highly awaited presidential election, billed for October 12, and regional elections on November 30.

They gathered in Yaounde, Cameroon’s capital city, on Tuesday 30th of September 2025, within the framework of their third ordinary session of the year.

While officially opening the session, Dr. Enow Abrams Egbe, chairperson of the electoral board of elections governing body (Elecam), said the meeting comes at a challenging period as candidates for the October 12 presidential election have embarked on a two-week campaign that kicked off nationwide on September 27. And just after the presidential election, the move will be accelerated with regional elections slated for the 30th of November 2025.

In his key address, Dr. Enow Abrams Egbe said, despite the tight agenda, members of the electoral board of ELECAM are on the front for hitch-free elections.

“Our calendar of activities is extremely busy as we are organising two elections simultaneously. Yet our August Chamber must ensure that regular operations continue uninterrupted. For this reason, our third ordinary session will essentially be devoted to examining and adopting the draft budget for ELECAM, as well as the Electoral Board’s special appropriation for the 2026 financial year. During our deliberations, we must therefore bear in mind that 2026 will be another intense yet challenging electoral year. In the same vein, we shall also monitor the implementation of the Electoral Board’s resolutions by the Directorate General of Elections this far. As you are all aware, the presidential election campaign began three days ago, as stipulated under section 87 of the Electoral Code. One of the items on today’s agenda is to examine and adopt the terms of reference for the next field trip of Electoral Board members across the Branch offices. This trip is aimed at supervising both the campaigns and the election proper, to ensure compliance with the recently adopted Code of Good Conduct and the electoral law by all stakeholders of the electoral process. Secondly, we shall ensure that the necessary organisational measures are in place to guarantee the smooth organisation of the presidential election in all constituencies.

As concerns the materials and documents that will be used in the field during elections, he indicated that all is set and praised the tremendous work undertaken by the Director General and his collaborators.

“Following our recent visit to the various logistics sites where election materials and documents are produced and packaged, we can confirm that all materials have now been dispatched to the field. I would like to seize this opportunity to congratulate the Director General of Elections on his foresight and encourage the dynamism of all our operational staff. Once again, Bravo!!” He said.

Apart from assessing the level of preparedness of the upcoming presidential and regional elections, members of the electoral board also focused discussions on the 2026 draft budget.

Dr. Enow Abrams Egbe stated: “ELECAM’s draft budget for the 2026 fiscal year, which is submitted for our review, is crucial because it must take into account upcoming electoral issues, particularly the organization of the combined municipal and legislative elections. It is therefore essential that this draft reflects our ambitions and vision for next year. These two direct universal suffrage elections, which are to be held in all 58 departments and 360 municipalities across the country using the same electorate, require significant logistics, methodical preparation, and all-out mobilization. Since this preparatory phase is, in my opinion, the most critical, it will be necessary during our work to systematically review all the human, financial, and material aspects that contribute to the successful preparation of these major national elections…”

The chairperson also seized the occasion to announce the arrival in the days ahead of a delegation of members of the newly created network of electoral management bodies in the Central African Sub-region.

He said: “In terms of institutional cooperation, I am pleased to announce that in the upcoming days, we will welcome a large delegation of members of the recently created Network of Electoral Management Bodies in Central Africa, known in its French acronym as ROGEAC, for which our institution serves as the general treasury within the executive committee. This solidarity and experience-building mission, which will take place from October 6 to 14, 2025, alongside the electoral observation mission initiated by the African Union, will include a two-day workshop dedicated to validating ROGEAC’s strategic plan for the period 2025-2030.”

 

At the start of the session, the chairperson also paid tributes to the late Dr. Efandene Bekono Pierre Roger, a former member of the electoral board who passed away last year at the same period.
