MINAS, United Nations Dev’t Programme Launch Crusade to Reinsert About 700 Street Youths by September 2023

This was disclosed on Wednesday, 12th April 2023 in Yaounde during a meeting to mark the 12th edition of the international day for street children. As Cameroon joined the international community on April 12, 2023, to mark the 12th edition of the day for street children, the Ministry of social affairs together with the United Nations Development Programme, UNDP organized on Wednesday, April 12, 2023, in Yaounde, a briefing on the projection for the reinsertion and socioeconomic inclusion of the street youth. During the meeting, an in-depth presentation on the reinsertion and socioeconomic inclusion project that has been launched was made by Jean Vincent de Paul Gweth, chief of the Youth Connekt project in the UNDP’s country office. The project that targets all some regions of Cameroon is expected to empower this vulnerable group of youths and revamp activities already carried out by some street children who have quitted from the streets. The cases of children who were taken out of the streets of Yaounde and Douala just to name these two major cities were equally underscored by Mr Nyambi III Dikosso, Director of national solidarity and social development. He said the Ministry of social affairs through its pilot has withdrawn 162 children from the streets. 110 returned home and 40 were placed at the Betamba childhood institution in Ntui, Center region. Mr Nyambi III also indicated that some 30 youths who are currently on vocational training at the Betamba childhood institution will end up their courses in June 2023. Mr Alassane BA, UNDP’s Deputy Resident Representative once more took advantage of the meeting to praise the fruitful cooperation that exists between the government and the United Nations system in Cameroon. Cooperation which to him positively impacts the advancement of sustainable development goals. He said through this ongoing project, UNDP stucks on the slogan of “leaving no one behind”. Street Children according to Mr BA are important in the transformative circle of our society. “We are targeting 700 street youths by September 2023, and we shall attain our objectives by working closely together to facilitate the socioeconomic reinsertion of these youths in Yaounde, Ngaoundere, Douala…” UNDP’s Deputy Resident Representative in his speech also called on decentralized councils and actors to give a push to this project which necessitates the contribution of everyone for its success. Minister of Social Affairs, Pauline Irene Nguene, in her keynote address, saluted the collaborative spirit that has been put in place between the Ministry of social affairs, the Ministry of youth affairs and civic education and the United Nations Development Programme through the Youth Connekt project, which is the milestone of the reinsertion and socioeconomic empowerment of street children and youths. “Street children remain innocent young people weaned from tenderness and affection, sometimes misunderstood and stigmatized, who have found themselves on the streets for various reasons which in most cases are not of their making and are confronted with the brutality of strangers, without coat or cover, begging, committing petty theft, harassing and sometimes threatening to be able to survive.” She said. Madame Nguene said the 12th edition of the international day for street children comes at the moment, the government has launched a series of programmes through her ministerial department to tackle the phenomenon of street children and build up their resocialization. Social affairs patroness stated: “The resocialization, or rather the social reintegration of street children is therefore not a creation of the imagination. It is possible but this calls for a real collective challenge. This is why today’s consultation is so important. The success of the project for the reintegration and socio-economic inclusion of street youths depends on the commitment and collective dynamics that will be implemented in its execution.” The meeting also paved the way for the projection of a short documentary portraying the daily living of street children in Yaounde. This third Covid-19 relief fund placed under the banner: “My Best Follow-up: You in our Hearts” will be set in motion in five targeted regions of the country notably in the Center, Littoral, North, South, and East. The project scope extends to the Garoua regional hospital, Bertoua regional hospital, Ebolowa regional hospital, Nkongsamba regional hospital, and the Yaounde Central hospital. And close to 3.5 million people are expected to be impacted by this fruitful project, between now and August 2023, given the strong presence of Prudential Beneficial Insurance Cameroon across the country. Réinsertion Socio-Economique des Jeunes de la Rue : Le Gouvernement et le PNUD se Serrent les Coudes

Le Programme des Nations Unies pour le Développement en collaboration avec le ministère des affaires sociales et celui de la jeunesse et de l’éducation civique ont organisé une cérémonie de remise des appuis aux jeunes et enfants de la rue. La cérémonie qui s’est tenue le 30 Mars 2023 au Centre d’Ecoute et de Transit de Yaoundé a été  une fois de plus l’occasion pour le gouvernement et ses partenaires au développement a l’instar du Programme des Nations Unies pour le Développement(PNUD) de réaffirmer leur engagement dans l’atteinte des 17 objectifs de développement durable à l’horizon 2030. Cette cérémonie de remise officielle des appuis pour la réinsertion socio-économique de plus de 500 jeunes et enfants de la rue (EDR) a été ponctuée par une série d’allocutions. Tout d’abord celle du Représentant Résident par intérim du PNUD au Cameroun, Monsieur Alassane BA, qui dans son discours de circonstance a fait mention du fait l’organisation des Nations Unies ne cesse d’apporter ses appuis multiformes à ces jeunes qui vivent dans la rue. Une activité inscrite d’ailleurs dans les projets du PNUD notamment celui du « Youth Connekt program », qui a déjà eu à appuyer ces jeunes, le 4 février 2023 lors des activités marquant la célébration de la 57eme édition de la Fête de la jeunesse (11 février). Dans son propos liminaire le Représentant Résident par intérim du PNUD a également souligné le fait que, dans les six prochains mois près de 200 millions de FCFA seront investi, afin de soutenir davantage les activités de réinsertion de cette couche de jeunes et enfants défavorisés. Le Ministre de la jeunesse et de l’éducation, Mounouna Foutsou, tout en saluant cette action forte du PNUD a émis le vœu qu’il y ait davantage d’organisations civiles qui accompagnent les personnes vulnérables notamment les jeunes de la rue. Comme à l’accoutumée, Mounouna Foutsou a appelé ces jeunes à adopter des attitudes civiques et patriotiques, et leur a  demandé d’être les ambassadeurs auprès de leurs pairs même dans la rue. Il a invité les jeunes bénéficiaires à se rapprocher des structures d’encadrement du ministère des affaires sociales (MINAS) et des centres de promotion des jeunes de son département ministériel ou encore d’appeler le 1505 afin d’entrer en contact avec un agent d’insertion.  La Ministre des Affaires Sociales, Madame Nguene Pauline Irene qui a présidé cette activité, a remercie le PNUD pour son assistance multiforme aux jeunes et enfants en situation d’exclusion sociale qui ont fait de la rue leur milieu de survie. Elle a indiqué que cette activité qui s’inscrit dans le cadre de la mise en œuvre de la politique sociale en matière de protection sociale des personnes socialement vulnérables permet de mettre en vitrine des chiffres clés. « On estime à environ 120 millions le nombre d’enfants qui vivent dans la rue dans les plus grandes villes du monde dont 30 millions en Afrique. Au Cameroun, les dernières statistiques disponibles sur ce phénomène indiquent qu’il ya plus d’un millier et demi d’enfants de la rue (EDR) dans deux grandes métropoles que sont Douala et Yaoundé ainsi que dans les chefs-lieux des régions et de certains départements. S’affranchissant de l’autorité parentale, ils commencent leur aventure très tôt dans la rue (généralement entre 06 et 07 ans) et finissent par y séjourner bien longtemps après leur adolescence9les plus âgés vont au de la de 35 ans). » La patronne du MINAS a signalé que si rien n’est fait pour endiguer ce phénomène, le développement du pays en prendra un coup, car a travers ces milliers de jeunes et enfants socialement exclus, il ya de la plus-value économique qui est en perte. Cette cérémonie était l’occasion pour la Ministre Pauline Irene Nguene d’énumérer les multiples actions déjà entrepris sur ce plan par son département ministériel et de mettre en exergue l’arsenal des dispositifs de prévention et de lutte contre ce phénomène mis sur pieds par le gouvernement camerounais. Madame Nguene a rappelé qu’en 2021, une opération d’observation et de suivi des EDR, en vue de leur retrait du centre commercial de la ville de Yaoundé, a permis de sortir 162 enfants de la rue. A ce jour, cette action du MINAS est une activité qui se veut pérenne avec la mise en place d’un groupe de leaders identifiés et organisés en points focaux par site dans la ville de Yaoundé, qui servent de relais pour toute intervention par site. Le porte-parole des bénéficiaires a, à son tour également remercie le PNUD et le gouvernement qui ne cesse de trouver des voies et moyens pour les ménager bien qu’au vu de certains comportements des jeunes et enfants de la rue, il n’est pas facile de les recadrer. Yannick Ondoa dit : « Nous ne pouvons que remercier une fois de plus nos bienfaiteurs qui démontrent que notre situation leur tient à cœur. Ils ont mobilisé deux ministres pour cette cérémonie et je pense que cette initiative communique un message fort, non seulement pour le ministère de la jeunesse et des affaires sociales mais aussi pour d’autres ministères et organisations qui doivent à porter leur coup de pouce. Et comme l’a dit la Ministre des affaires c’est un phénomène à bannir et qui nécessite une synergie d’action. » Une remise symbolique s’en est suivie afin de marquer la fin de cette activité qui a été riche en couleurs. Yaounde, Cameroon played host on March 28th, 2023, to a one-day national forum to finance the implementation of the National Development Strategy, NDS 30. The government of Cameroon in collaboration with the United Nations Development Programme, UNDP, country office organized on Tuesday, 28th March 2023 in Yaounde, a forum on financing for inclusive and sustainable socio-economic development for actors to adopt measures and initiatives that will help to finalize and ensure effective implementation of the integrated national financing strategy of the National Development Strategy, NDS30. The forum which enters within the framework of the project dubbed: “Joint SDG Fund Cameroon” was placed under the theme: “financing for inclusive and sustainable socio-economic development”. The main objective of this forum initiated by the government and the United Nations was to obtain a consensus on ways and means for adequate financing of structural transformation and inclusive and sustainable development. During exchanges, it was disclosed that government has to tap about FCFA 88.000 Billion to respond to different needs and besides setting up alternative measures that will be used. Chaired by Minister of economy, planning, and regional development, Alamine Ousmane Mey alongside Finance Minister, Louis Paul Motaze and Mr. Matthias Naab, Resident Coordinator of the United Nations in Cameroon, the forum gathered various stakeholders from the public and private sectors as well as civil society actors. Speaking on behalf of United Nations Resident Coordinator, Mr. Alassane Ba, acting Resident Representative of the United Nations Development Programme, UNDP said the UN’s presence at the forum is justified by the fact that the organization stands beside the government for the full implementation of sustainable development goals but most importantly for boosting her in the mobilization of resources for the NDS30. “Our role is to fully support the government in achieving the targets of the National Development Strategy.” He said. Mr. Ba Alassane in his keynote address acknowledged the fact that the challenges are huge, yet could be addressed if all hands are on deck. He pointed- out that, Cameroon has the means to mobilize the necessary financing to accelerate its development. “According to existing reports, the possibilities of mobilizing sufficient resources for public and private projects exist at the national and global levels. There is no shortage of capital. Unfortunately, the current global and/or national financial system does not transfer the important potential amounts towards investments for sustainable development and the achievement of the SDGs in certain areas such as access to water or electricity for all. For example, it appears that only 3% of the largest pension funds are invested in development infrastructure, and the figures are even more insignificant in developing countries. Redirecting even a small fraction of these funds could accelerate sustainable development. To this end, governments and all stakeholders have a role to play in creating the incentives and driving the mechanisms and frameworks to do so.” Mr. Alassane Ba indicated. Minister Alamine Ousmane Mey who equally doubles as president of the steering committee said in a bid to attain the expected 8% growth rate from 2020 to 2030 and to monitor projects estimated to be over FCFA 37.500 Billion in Cameroon, the forum paves the way to frank discussions on operational strategies. Minister Alamine Ousmane Mey indicated that: “The allocation of resources obtained should be targeted towards achieving sustainable development goals.” In his opening speech, the Minister also outlined that, these discussions are also geared towards actioning different strategies that will help Cameroon in the upcoming high-level meetings where the country will take part in April and September 2023 in New York, United States. “Proposals made at this national forum will set the pace for the participation of Cameroon in two major international events.” It is worthy to note that the forum was initiated by UNDP Cameroon, the ministry of economy, planning and regional development, MINEPAT, the ministry of finance, MINFI with support from the UN Resident Coordination office and the ministry of external relations,MINREX. Sisterspeak237 Launches Manual on Reporting Sex & Reproductive Health for Journalists in Cameroon

The 19 pages manual was officially launched on March 24, 2023, in Yaounde coupled with the closing of the sisterspeak237 reproductive health reporting project for journalists from some six regions in Cameroon. It is the first ever launched manual on sexual and reproductive health reporting committed for journalists in Cameroon. The 19 pages manual which are both in French and English was officially presented in a ceremony that took place on Friday, 24th March 2023, at the medical council hall of Nkoleton in Yaounde. The manual is made up of 9 modules that give in-depth knowledge on what is sexual and reproductive health, SRH; facts and figures; policies and legislation in Cameroon; tips for reporting; the type of jargon to be used; how to tackle sensitive topics such as abortion, sourcing information; conclusion and recommendations. As indicated by SisterSpeak, the manual released is an outcome of a situation diagnosed in Cameroon, that of increasing maternal mortality rate, standing at 406 deaths per 100.000 live births (DHS V,2012-2018). The ceremony dedicated to the launch of the practical guide was coupled with the closing session of the SisterSpeak237 reproductive health reporting project for journalists from six regions of the country as well as the commissioning of stories on which journalists will report. This project’s first phase which kicked off on September 28, 2022, with the training workshop of 40 journalists was fully supported by the Canadian Fund for Local Initiatives, CFLI and backed by the contribution of the Society of Gynaecologists in Cameroon, SOGOC, and the International Federation of Gynecology and Obstetrics, FIGO. In her opening remarks, Comfort Mussa, Coordinator of Sisterspeak237 once more underscored the need to break taboos on sexual reproductive health reporting and normalize conversations around fertility and abortion care. She said: “the manual will help to report professionally and increase sexual and reproductive health content on local media so that citizens can change their behaviors and make more informed choices about their sex and reproductive health.” Wanchia Cynthia, project lead at Sisterspeak237 however said the manual produced came as a result of gaps and challenges observed in media reporting. “One of the main challenges we observed is that of the gap in the media reporting of sex reproductive health and rights issues. Either the media is not doing it effectively or most of the stories have been buried. So, we thought that after engaging with SOGOC and working with them for a very long time, this was our way of wanting to bridge that gap. There are a lot of taboo topics, prejudices, or misconceptions that are been held by the media and even by the society around issues of reproductive health. And our goal here is to change the narrative and equally help improve maternal mortality. Also, let women enjoy their rights to their bodies and take proper decisions that have to do with reproductive health…” SOGOC’s regional president for the Center chapter, Pr. Felix Esiben while exchanging with media practitioners reassured them of the collaborative and fruitful relationship established for the past months now. The regional president of the SOGOC, Center chapter praised the project set up by sisterspeak and hoped it will create room for several articles on SRH. He said journalists have a bunch of subjects on which they can focus and write beautiful stories that will interest the public. He stressed on the availability of experts from SOGOC nationwide, in case, they are solicited for their scientific points of view. He equally pointed out the fact that SOGOC has set the pace for a win-win partnership with the media to advance the advocacy for comprehensive abortion care. Pr. Esiben Felix also insisted on the fact that, health remains a complex topic that deals with the lives of people and cautioned journalists to treat issues related to health with a lot of precaution, take time to investigate, and avoid to hurt. Mr. Whumo Blaise, journalism lecturer and one of the key actors who worked on the manual said journalists mostly students should develop the will and interest to report on issues that are less highlighted. He said: “The first thing I think I will do is to introduce them to health reporting, make them passionate. And then we can bring specialization into SRH reporting. This, therefore, starts by building that passion because anything you are not passionate about you cannot be effective on it. It is a passion that brings you to work hard and become the best. Therefore, the strategy is to make them understand while they have to head into health reporting and they can research stories and write on them…” The session was equally enriched by best practices from journalists who praised the initiative as it will greatly help to have a grip on health experts and researchers who are not always open to interviews from the fourth estate. Sisterspeak237 is an organization that amplifies the voices of women and minority groups in Cameroon. The organization that was created in 2014 has so far trained and equipped women with the skills and tools needed to tell their stories and be more visible.
