UNHCR/Plan International Equip Students’ Refugees with Brand New ICT tools

United Nations High Commissioner for Refugees and Plan International Cameroon officially granted on August 4, 2022, a consignment of ICT kits to students’ refugees who benefited from the 2021-2022 DAFI programme. Halime is a Chadian student currently undertaking a two-year course at the national school of administration and magistracy, ENAM. Just like other beneficiaries of the Albert Einstein German Academic Refugee Initiative programme known as DAFI, she received a brand new tablet that will help her in conducting research for her studies. The young female student who is in Cameroon for several years now due to conflicts in Chad features among the 109 students’ refugees who were successfully retained in the 2021-2022 DAFI programme launched at the level of the non-governmental organization, Plan International Cameroon. While receiving her new ICT equipment from the hands of Mr. Johnson Bien-Aimé, Country Director of Plan International, Halime hailed the two organizations that eased her enrollment into the DAFI programme and promised to use the tool in a positive way that will impact her studies. Christine Kikora, a student refugee from the Democratic Republic of Congo who acts as Vice-president and spokesperson of the DAFI club said thanks to the programme many refugees can henceforth hope to pursue their studies and achieve their dreams. Christine equally outlined the fact that the ICT kits will facilitate online research and assignments. The DAFI scholarship programme as underscored by the representative of UNHCR at this ceremony, offers qualified refugee and returnee students the possibility to earn an undergraduate degree in their country of asylum or home country. Pascal Blaise Sol Mankono, the national administrator in charge of education at UNHCR indicated that the DAFI scholarship programme constitutes one of the five core pillars of the strategy to achieve 15 per cent enrolment of young refugee women and men in higher education by the year 2030 – the 15 by 30 Roadmap. “We gave tablets and we even hope to intensify this action with computers in order to permit these young students to gain advantages offered by the internet.” He said. He however wished that Plan International Cameroon accentuates awareness calls and sensitization campaign in a bid to alert thousands of young refugees who are not informed of opportunities granted by the DAFI scholarships. In his key words, Country Director of Plan International, Johnson Bien-Aimé first praised this initiative which appears to be a source of hope, added to the numerous educative activities carried by his organization on the ground nationwide and even worldwide. He said: “First of all let me say thank you to UNHCR for the DAFI programme and thanks to the government that gives us this opportunity to support young people especially refugees to have hope to continue living out of their home countries. Youths are at the heart of our activities in Plan International, meaning that everything that comes from youth development, everything coming from youth interest, we are in to support it from the beginning till the end…” Mr. Johnson Bien-Aimé equally addressed the selected group of beneficiaries as a father and called them to make positive and responsible use of these ICT kits. He said with easy access to the internet, many youths nowadays are trapped in ill practices and on social networks they are seen in degrading activities which do not honour them. He further said: “We believe that the youths will make good use of this powerful equipment. It can be dangerous if they don’t use them well or if they get them lost. We hope they will take care of it, they will use it for good, they will use it for their education and by the way act as ambassadors of the DAFI programme so that we can be motivated to support others.” Through the dedicated support of the government of Germany, the support of Denmark and the Czech Republic, UNHCR and other private donors, the programme has supported over 18,500 young refugees to undertake tertiary studies since 1992. As indicated by the Coordinator of the DAFI programme at Plan International Cameroon, Dorine Ngo Djon, this programme has been existing for close to 20 years in the country and has restored hope in the minds of several students’ refugees. According to UNHCR, the DAFI programme has four main strategic priorities which are to: Promote refugee self-reliance through increased access to opportunities for employment and entrepreneurship; Empower students to contribute knowledge, skills and leadership and facilitate peaceful coexistence with host communities during displacement and upon return; Strengthen the protective impact of education by encouraging lifelong learning; Provide role models for refugee children and youth to demonstrate the impact of education on individuals, communities and societies. Social Affairs’ Minister Hails Contributive Actions of Indigenous Women in Safeguarding Traditional Knowledge

As part of weeklong activities marking the 28th edition of the International day of indigenous people, Social Affairs Minister, Pauline Irene Nguene presided over the 10th session of CISPAV in Yaounde, Cameroon on Wednesday, 03rd August 2022. Cameroon will celebrate on August 9, 2022, the 14th edition of the international day of indigenous people under the theme: “Promoting inclusive Education in a Post-Covid-19 context: The Place of the indigenous child” while in the international arena, the focus will be on: “The Role of Indigenous Women in the preservation and transmission of traditional knowledge” as the theme for the 28th edition. Identified as indigenous people in Cameroon, the Mboboro communities, the Baka, the Bakola, the Bagyelis, and the Bedzan are those put at the forefront during discussions of the intersectoral monitoring committee for programs and projects involving vulnerable indigenous peoples known in its French acronym as CISPAV, to upgrade their living conditions. Thus deprived of land, health and economic facilities the indigenous people are each year celebrated for their key contributions to the development of the country. The role of indigenous women highlighted this year has paved the way for several associations and local organizations working for the rights of these communities. They have expressed their will to see more changes in their legal status at both the international and national levels. Indigenous women just like other women wish to be empowered more on income generating activities as a way to cater for their children. Speaking to Maimuna Umaro, Women Coordinator of the association known as Sura-Mama, she underscored the major activities carried out in the Littoral and South-West regions in terms of educative talks and empowerment. According to the female Coordinator of Sura-Mama, more than 65 mbororo women have been empowered in income-generating activities in the South-West. Also, Maimuna Umaro praised continuous efforts undertaken by government officials notably the ministry of social affairs, to set up a dialogue between the government and leaders of associations. She said: “We are happy when our government calls for us to ask us what can we do to integrate the indigenous people the in the educational background or the society. We, therefore, take advantage of this meeting by telling them to provide our children and youths the opportunities to get back to school to enjoy the same rights as other children. So this is now, the role that our organization is playing as a relay between our communities and administrations, given the challenges we face at the community level, presenting these challenges to the government who in return can develop strategies that can help eradicate all the problems we encounter…” While presiding over the 10th session of CISPAV, Minister of Social Affairs, Pauline Irene Nguene laid emphasis on both the national and international themes of this year. She said despite the numerous challenges to which are submitted indigenous people who do not have access to land and social amenities, the women keep safeguarding their traditional values and transmit them to their children. The Minister said both themes are crucial at this moment as Cameroon has embarked on several strategic orientation plans. Minister Nguene indicated that the promotion and protection of the fundamental rights of indigenous peoples is a major action in the implementation of the Head of State’s social policy. This political will has been translated into action through the implementation of several programs/projects in favour of vulnerable indigenous populations, which aim to guarantee their access to citizenship, basic social services, and socio-professional integration with a view to their empowerment. Pauline Irene Nguene equally outlined the fact that, a national plan for the development of indigenous peoples known as PNDPA was validated in 2020 and made operational in 2021 in order to serve as a basis for any action undertaken in favour of the said populations, whatever the sector or spectrum of intervention. As underscored by the Director of national solidarity and social development, Henri Nyambi III Dikosso, the 10th session of the intersectoral monitoring committee for programs and projects involving vulnerable indigenous peoples, CISPAV held this year comes in to review and monitor the level of implementation of recommendations made in the previous sessions and try to fill in the gaps. The session as indicated, had as main objective, that to create a synergy of actors and resources to ensure the effectiveness and efficiency of interventions for vulnerable indigenous populations in general and specifically in the area of education and gender promotion. Indigenous peoples constitute more than 350 million people in the world, distributed among at least 5,000 different peoples whose current situation varies according to the degree and extent of recognition of their rights by the States that integrate them. They may face particularly precarious living conditions and serious threats. This distinguishes them from the rest of the population in the societies in which they live and justifies the need to grant them special legal protection in international and national law. Honorable Salmana Amadou Ali, Cameroon’s MP was received in audience by the President of the Central African Republic, Faustin Archange Touadera. An audience during which he was decorated as Grand Master of National Orders. Honorable Salmana Amadou Ali, Member of parliament, and vice-president of the finance and budget committee of the national assembly in Cameroon keeps raising the flag of the country. After his recent election as World “Rapporteur” in the Francophonie parliament that took place in Kigali, Rwanda, the MP braces up, and this time he is elevated to the ranks of Grand Master of National Orders. On Monday 18th July 2022, Honorable Salmana Amadou Ali arrived at the country’s capital city of Bangui where he was received in audience by President Faustin Archange Touadera. During this fruitful and diplomatic audience, the MP was decorated by the President of the Central African Republic as Grand Master of National Orders. A decoration that raised him to the rank of Commander of the Order of Commercial Merit because of his multiple investments in the Central African economy. Salmana Amadou Ali, the Cameroonian-born politician who comes from the Diamare Centre of the Far-North region, where he is greatly acclaimed for his multiple actions on the field has set up a series of investments in CAR. Honorable Salmana Amadou Ali is an eminent economic operator in the CAR in various sectors notably in the agro-food and forestry industries. His increasingly growing turnover, his audacity to invest in a State which is gradually recovering under the dome of Pr. Faustin Archange Touadera, from several years of tension, and the thousands of jobs it has created for young Central Africans have made him the ideal candidate for this medal. Hon. Salmana says he is very grateful to his parliamentary hierarchy, in particular the President of the National Assembly, the Right Honorable Cavaye Yeguié Djibril, who granted him another mission order in order to once more carry over the colours of Cameroon at the highest peak. In his words of thanks, the MP did not forget to hail the Heads of State of the Sub-Region in general and those of the CAR and Cameroon in particular, for their numerous contributive efforts in promoting South-South exchanges. Cameroun : La 7e Edition du Huawei « Seeds For Future » Sur Les Rails

La firme chinoise, Huawei, géant des télécommunications dans le monde a lancé le 15 juillet 2022 à Yaoundé et Douala, les capitales politique et économique du Cameroun, la 7e édition du programme dénommé « Seeds for the future ». Pour cette année, c’est une nouvelle vague d’étudiants venus des grandes écoles spécialisées en TIC qui ont pris part à ces tests de présélection des candidats qui bénéficieront dudit programme réalisé en partenariat avec 8 établissements de la Huawei ICT Academy au Cameroun. 91 étudiants au total ont pris part au coup d’envoi de cet acte 7, qui a été fait simultanément dans les campus de l’IUT de Douala et SUP’PTIC de Yaoundé, ceci à travers un examen écrit de présélection. Docteur Joseph Mvogo Ngono , chef du département Génie informatique à l’IUT de Douala et instructeur certifié Huawei a indiqué que : « L’examen écrit qui s’est déroulé le vendredi 15 juillet constitue la première étape de la sélection après laquelle suivra l’interview des candidats retenus devant un jury et ce n’est qu’au sortir de ces interviews qu’on retiendra au final 20 étudiants qui participeront véritablement au programme de formation « Seeds for the future », qui va dérouler en ligne du 19 au 26 septembre 2022 via les plateformes en ligne ilearningX de Huawei et qui va servir de salle de classe virtuelle pour les heureux élus… » C’est donc très confiant que les candidats ont affronté les épreuves de cet examen avec des impressions diverses pour chacun. Cette phase de présélection qui est une étape importante pour ces étudiants qui rêvent prendre part à ce prestigieux programme a été très appréciée. Les candidats ont exprimé leur satisfaction aux sorties de l’examen. C’est le cas de Njeyang Lucien Amour, étudiant à l’IUC de Douala. « J’ai trouvé les épreuves plutôt abordables au niveau d’un étudiant moyen, c’est vrai que j’appréhendais un peu mais je sors confiant… » Dixit Njeyang Lucien Amour. Autre appréciation faite, était celle de Ebollo Ebollo Claude Patient. Il a indiqué que : « C’était un peu plus facile que ce que je croyais. Au niveau du QCM, les questions n’étaient pas très compliquées ce qui me fait être optimiste pour la suite… » Selon les informations, les étudiants sélectionnés vont suivre leur formation au Cameroun et en chine comme cela se faisait avant l’arrivée de la pandémie à Covid-19. Toutefois, l’entreprise, Huawei a décidé pour cette année 2022 de regrouper les étudiants sur un même site durant leur formation en ligne afin que ces derniers puissent bénéficier et partager ensemble cette expérience encore plus stimulante et en travaillant aussi sur des projets de groupe grâce à Tech4Good. Contrairement à l’année dernière, le Programme “Seeds for the Future” a draine du beau monde. Une preuve qui démontre la qualité des formations et du professionnalisme des enseignants certifies Huawei inclus dans ledit projet. Le jeune Benjon Martinez, étudiant en 2è année réseaux et télécoms à l’IUT de Douala n’a pas caché son émotion du fait de sa passion pour les TIC.  Martinez Benjon dit : « Je suis passionné de tout ce qui est informatique et sachant que Huawei étant une référence sinon le leader en la matière s’ils organisent une formation, j’ai pensé qu’en participant à l’une de ses formations (Seeds for the future pour le cas d’espèce) j’améliorerais à coup sûr mes compétences… » D’après Mouto Essiben, jeune étudiante à l’IUT de Douala, elle a puisé sa motivation du fait que ses enseignants l’ont encouragé. Elle dit : « Ce sont nos enseignants qui nous ont conseillé de se présenter à ce concours et connaissant Huawei, j’ai très vite bondi sur l’opportunité dans le but de me perfectionner dans le domaine des Tics… » Madame Edmonde Djiokeng Teboh , Directrice des Relations Publiques de Huawei zone CEMAC a souligné le fait que : « cette 7e édition du programme « Seeds for the future », entend continuer à accompagner le gouvernement dans la réussite du développement de l’économie numérique à travers la formation et le transfert de compétences en TICs qui sont un levier indispensable à la croissance du Cameroun car nous sommes convaincus qu’en créant un écosystème de talents au Cameroun, cela favorisera davantage la transformation numérique du Cameroun par les camerounais ». Il faut dire à titre de rappel que ce programme dénommé :« Seeds for future » de Huawei, firme chinoise de renom, s’inscrit en droite ligne du cahier de charges de « l’accord de partenariat stratégique dans le domaine des technologies de l’information et de la communication » signé entre le gouvernement du Cameroun et Huawei en septembre 2018 à Beijing lors de la visite du Président de la république Paul Biya en Chine. Ce volet formation des jeunes camerounais, a pour objectif de contribuer à la formation des étudiants camerounais à l’économie du numérique via les technologies de l’information et de la communication qui constituent l’un des leviers indispensables pour l’émergence du Cameroun en 2035 et un instrument fort de production du savoir et du savoir-faire. En mars 2021, le géant des télécoms, Huawei a renouvelé son accord de partenariat avec le gouvernement camerounais, en institutionnalisant les cours de Huawei ICT Academy dans les programmes académiques des établissements de l’enseignement supérieur partenaires. Les huit écoles spécialisées en TIC qui sont partenaires de Huawei sont : l’École Nationale Supérieure Polytechnique de l’Université de Yaoundé 1, l’Ecole Nationale Supérieure des Postes et Télécommunications, des  Technologies de l’Information et de la Communication ( SUP’PTIC), l’Institut Universitaire de la Côte (IUC), l’Institut Africain d’Informatique (IAI), l’Institut Supérieur de Formation aux Métiers des Télécommunications, de l’Innovation Technologique, de Commerce et de Gestion ( IFTIC – SUP), la Catholic University Institute of Buea ( CUIB). The Speaker of the National Assembly, Right Honourable Cavaye Yeguie Djibril, took part in the official inauguration ceremony of the Tokombere council hall on July 19, 2022. The newly constructed council hall of Tokombere, a locality situated in the Mayo Sava division of the Far-North region of Cameroon was officially on Tuesday 19th of July 2022 by Georges Elanga Obam, Minister of Decentralization and local development. The ceremony which brought together several elites, administrative officials, and religious and traditional Rulers equally saw the presence of the President of the National Assembly, Cavaye Yeguie Djibril. As an elite of Tokombere, the Speaker of the National Assembly decided to actively take part in the ceremony, just a few days after the closing of the June ordinary session of parliament which was marked by intensive discussions and scrutiny of bills. The newly inaugurated edifice, according to the Director General of the Special Fund for Intermunicipal Equipment and Intervention (FEICOM), Philippe Camille Akoa, is an R + 1 built on a site of 3 hectares and which cost up to 336 million FCFA. The building includes on a ground floor: a reception hall, a block of three toilets, a room of acts, fifteen offices, three showers, an archive room, statistics, as well as a central double-flight staircase”. The first level includes the Mayor’s Office, a secretariat, a private secretariat, a living room, a kitchenette, a meeting room, twelve offices, a mezzanine, and a private staircase”. Among the key recommendations outlined during this ceremony was the appeal made by Mr. Akoa Camille to His Majesty, Chief Tikire Boukar, Mayor of the Tokombere council. Douala, capitale économique du Cameroun a abrité le 13 juillet 2022, le tout premier sommet annuel d’échanges entre Huawei et ses partenaires de la zone CEMAC. Comme il est de tradition chez Huawei, entreprise des Tics mondialement reconnue, le développement technologique, les offres, la qualité de services, les formations des jeunes génies ainsi que toutes les préoccupations de ses partenaires, clients et de la population qu’elle sert entièrement sont au cœur de ses actions. C’est pour cette raison que Huawei a initié au sein de son bureau Cameroun, hub de la sous-région Afrique Centrale, un sommet d’échanges avec ses partenaires de la zone CEMAC. Pour cette année 2022, ledit sommet qui prend son envol s’est tenu le Mercredi, 13 juillet à Douala, ville économique du Cameroun. Ce sommet avait pour thème : « Neo Ecosystem for a Strong Cameroon Digital transformation », une occasion pour Huawei de partager ses dernières stratégies et politiques avec ses partenaires. Avec pour ferme ambition de servir toutes les populations, Huawei s’est relève au quotidien tous les défis lies au numérique. Développement d’un Ecosystème Numérique Local La Directrice des Relations Publiques de Huawei zone CEMAC, Madame Edmonde Tiokeng Teboh a souligné le fait que : « Huawei communique aujourd’hui une approche pour le développement d’un écosystème numérique local et c’est cet écosystème qui va assurer la pérennité du développement de l’économie numérique. C’est pourquoi Huawei a pensé à mettre ensemble partenaires et clients afin qu’ils comprennent que pour un modèle réussi, il faudrait se mettre ensemble afin d’identifier les besoins de chaque partenaire ». Pour le staff de Huawei, ce sommet est une fois de plus l’occasion d’améliorer la fidélité des partenaires ; d’élargir la coopération ; de renforcer l’alignement stratégique avec les participants de haut niveau des partenaires et générer plus d’opportunités commerciales. Cette rencontre de haut niveau qui a vu anciens, nouveaux et potentiels partenaires de l’entreprise des Tics, Huawei dans la partie CEMAC a permis de scruter plusieurs opportunités et des présentations ont été faites par différentes structures. Les interventions dirigées en trois parties ont porté sur la présentation de la firme Huawei en général et dans la zone CEMAC en particulier, sur ses offres de solutions et sur ses dernières stratégies politiques avec ses partenaires. Stratégies de Partenariats De la présentation du géant des télécoms Huawei il en découle qu’elle offre des solutions intégrées dans six domaines clés, que sont les réseaux de télécommunications (où il est déjà leader de la technologie 5g), l’informatique, les périphériques intelligents, les services cloud, Huawei smart car solutions et l’énergie digitale (où il développe des solutions énergiques vertes, plus durables et plus économiques) Il a été indiqué également que l’entreprise Huawei a mis en place des stratégies divers avec ses partenaires. Selon la présentation faite par Huawei durant le sommet, il est question aujourd’hui de pouvoir mettre ensemble les acteurs, les partenaires et les clients de la transformation numérique. Tel que souligné, il est clair que la transformation numérique est devenue le besoin de l’avenir et donc, en sa posture de leader mondial dans les TICs, Huawei souhaite accompagner l’ensemble de ses partenaires à mieux construire un écosystème qui permettra à ces derniers et aux clients d’apporter les solutions appropriées à une transformation digitale appropriée. De la présentation faite par le Directeur Général Adjoint de Huawei zone CEMAC, Monsieur Sun Wei, il était important de retracer les différents problèmes que rencontrent leur clientèle. Il dit : « Nous avons pensé que ce sommet va permettre de mieux comprendre vos problématiques, pour mieux résoudre désormais les problèmes de vos clients. Nous sommes d’autant plus fiers qu’aujourd’hui, Huawei a créé un écosystème de partenaires qui vont mieux servir leurs clients en identifiant ensemble le modèle de transformation numérique pour mieux vous accompagner dans votre efficacité. » Aux sorties du sommet, l’un des participants, Monsieur Kouadio Valentin, Ingénieur chez hyperdist (l’interface entre Huawei et les partenaires), s’est dit satisfait de la rencontre. Il s’est exprimé en soulignant que : « cette rencontre a été enrichissante puisqu’elle nous a permis de rencontrer et d’évoquer quelques facteurs bloquants au business et côté Huawei, elle nous a aidé à comprendre les mécanismes par lesquels nous allons pouvoir passer pour pousser nos partenaires afin que ces derniers fassent croître leur chiffre d’affaires. » Autre réaction favorable, celle de Gregory Hanslin, Directeur Général de Servitel, qui a dit : « Ça conforte mon idée que Huawei est un vrai acteur des solutions de réseaux et télécommunications et énergie digitale ». En zone CEMAC à ces jours, Huawei se positionne comme le partenaire qui possède des solutions « end to end » dans le processus de transformation numérique différemment des autres pour toutes les industries que ce soit dans le domaine du transport, de la banque, de l’énergie, de l’éducation, … Un ensemble de solutions qui touchent les problématiques de toutes ces industries est disponible pour pouvoir accompagner la transformation numérique durable du Cameroun. The National Assembly has been managed effectively and efficiently for a long  time now under the distinguished leadership of the Right Honourable, Speaker,  Cavaye Yeguie Djibril. The political mission of the Institution which is to legislate and control Government actions has been majestically accomplished by the man whom President Paul Biya has always trusted without batting an eyelid, the Speaker of the House. Cavaye Yeguie Djibril has thus earned the admiration of the public around the world as the longest serving legislator. This unique position in the world’s roster of legislators has undoubtedly made him an encyclopedia in every respect. The attributes he is credited with are enough to say that he is in complete control of his mission and cannot be manipulated by anyone, not even his nephew Boukar Abdourahim who has learned and continues to learn from his icon, father and champion, Cavaye Yeguie Djibril. The Rt. Honourable Speaker is in great shape having just finished the June Parliamentary Session, of which he chaired almost all the plenary sittings. He has just led his community to the celebration of the Feast of the Ram with much fanfare. The Rt. Hon. Speaker has always been a victim of negative propaganda from those who covet his position and those who envy his direct collaborators, but he has withstood the test of time because of his  mastery of his political missions and his unconditional loyalty to the Head of State, President Paul Biya. This has permitted him to have his head above the  waters for a very long time now. It is certain that a leader cannot function in isolation. It is also known that the success of a leader depends on those with whom he chooses to work with. It is on this basis that Boukar Abdourahim, the current Director of the Speaker’s Office has attracted witches and evildoers behind him because of his poise, his zeal and his passion to get things done well.  The ongoing jealousy against him which has turned into a witch hunt today is due to the fact that Boukar Abdourahim has closed the door on those who manipulate the Speaker for their selfish gains. This discreet and talented man does not need to forge or scan the Speaker’s signature to recruit or appoint people to the National Assembly. Why would he engage in such a fraudulent act when his main function is to organize the administrative functioning of the National Assembly in collaboration with the Secretary General ? Narrow-minded people who do not know what to say about the Director of Cabinet should understand that his function allows him to make proposals for appointments and recruitments to the Speaker whenever the need arises.  Troublemakers and cowards who want to hold the Speaker hostage have also said things that have nothing to do with the way the Speaker manages his administrative affairs. Mr. Boukar Abdourahim is the longest serving Director of Cabinet of the Rt. Hon. Speaker base on his competence and unique manner of doing things. The information published by the enemies of peace concerning the mother of the Director of Cabinet whom they claimed went to beg the Speaker of the National Assembly to keep her son in office is totally false and unfounded. The name of the Cameroon Tribune journalist they used to support their diabolical plot to sabotage Mr. Boukar Abdourahim does not even exist among Cameroon Tribune journalists in the North or elsewhere in the country. In this regard, it is impossible that the nonsensical articles that were published about the Speaker and his Director of Cabinet be attributed to a Cameroon Tribune journalist whom they ignorantly called a Sopecam journalist instead of Cameroon Tribune. We know that in the political world, some people need to denigrate others in order to grow but let’s learn to tell the truth about the wrongs of others rather than fabricate lies that make the authors stupid, desperate and narrow-minded.
