La Christian Blind Mission (CBM) a lancé officiellement le 14 septembre 2022 à Yaoundé, une série d’activités marquant les 50 ans de célébration du travail accompli par l’institution au Cameroun.  Des activités qui se déroulent sur toute l’étendue du territoire national. La Christian Blind Mission donne une connotation festive à l’évènement.50 ans de succès et surtout de plein accomplissement de ses missions fondamentales. Le 14 Septembre 2022 est l’occasion de cette visibilité historique.  Une cérémonie riche en sons et couleurs camerounais rehaussée avec la participation  des partenaires nationaux et internationaux notamment les administrations publiques, les organisations et associations en charge des questions de handicap  ainsi que certains bénéficiaires conviés à la soirée. Ce rendez-vous bien animé, a laissé libre cours à des témoignages et sucess stories des PVH, qui, grâce à l’accompagnement de la CBM dans leur éducation et projets sociaux ont pu se démarquer aujourd’hui. Un film documentaire de 11 minutes retraçant le travail de la CBM depuis 1972, qui s’est étendu à travers les différentes régions du pays, a été projeté en mettant en exergue les axes stratégiques d’intervention et les nombreux défis relevés durant ces dernières cinquante années par l’organisation. Les multiples vœux adressés à l’équipe dirigeante de cette institution, qui œuvre pour les personnes vivant avec handicaps notamment les couches vulnérables des zones enclavées, ont été dévoilés. Le Directeur pays de la CBM, Julius Niba Fon dans son allocution, a tout d’abord rendu hommage à ses aïeux et en particulier au Fondateur, le Pasteur Ernst Jakob Christoffel qui a mis sur pied la vision et les idéaux de la CBM qui à ce jour portent des fruits. Il a indiqué que le chemin parcouru entre la CBM et le Cameroun a débuté en 1972 avec des cliniques des yeux installées dans les arrondissements de Pette et Mokong dans la région de l’Extrême-Nord. Cet évènement a été l’occasion d’établir un bilan élogieux des nombreux acquis de la CBM au Cameroun grâce à ses différents partenaires qui s’illustrent au quotidien sur le terrain de l’amélioration l’état de sante et des conditions de vie des PVH. Il dit : « 50 ans après, la CBM au Cameroun compte 20 employés et un budget moyen annuel de plus de 2,5 Milliards de Francs CFA investi dans des projets sociaux, humanitaires, de sante, d’éducation, de prévention d’handicaps, d’appui aux PVH de tous types et dans l’établissement des services de sante inclusifs dans les 8 des 10 régions du Cameroun. CBM a atteint ces objectifs grâce aux efforts diligents de ses partenaires de mise en œuvre que sont : la Cameroon Baptist Convention, la Presbyterian Church au Cameroun, Promhandicam Association de Yaoundé, Africa Eye Foundation, Eglise Evangélique et Luthérienne du Cameroun, l’Archidiocèse de Garoua, l’Eglise Baptiste du Cameroun et sans oublier toutes ces différentes organisations et ONG des PVH avec lesquelles nous échangeons et collaborons… » Il a aussi salué le gouvernement camerounais, qui selon lui, joue un rôle précurseur dans leur environnement de travail. Tout comme ces nouveaux partenaires financiers qui s’investissent pour la cause des PVH. Bien que le travail de la CBM a été affecté par de multiples adversités a l’instar de la COVID-19, les insurrections sous régionales et la guerre en Ukraine, Monsieur Niba Fon Julius a indiqué que, le Plan Stratégique de 5 ans de la CBM va permettre de répondre à certains défis et opportunités que le Cameroun rencontre dans développement inclusif. Le fait que, dans un contexte marqué par de multiples crises dans le pays, la CBM envisage de mieux soutenir les populations touchées par la crise humanitaire. Dans la région de l’Extreme-Nord par exemple, l’initiative « special displacement » un projet LCDF qui devrait toucher 30.000 personnes, pourrait devenir le projet le plus important du portefeuille dès l’année prochaine. Dr. Rainer Brockhaus, Président du conseil d’administration de la CBM, qui a fait le déplacement de l’Allemagne pour le Cameroun dans le but de prendre part aux festivités du cinquantenaire de son institution, a exprimé sa profonde gratitude à l’ensemble de l’équipe et des partenaires qui font un travail remarquable sur le terrain. « Le message clé pour le Cameroun qui célèbre ces 50 ans est celui de la solidarité ! Les Allemands sont aux cotés des Camerounais. Nous voyons tellement de donateurs individuels et à travers CBM, nous voulons continuer à améliorer la qualité de vie de ces personnes vivants avec handicaps au Cameroun et c’est une solidarité agissante. Nous voulons également exprimer notre reconnaissance à l’endroit de tous les donateurs, nos partenaires et nous, remercions le gouvernement camerounais pour son soutien infaillible. Et nous restons très optimiste  sur le fait que nous pouvons poursuivre à la longue nos missions sur le terrain » Durant les échanges avec les médias, le Président du conseil d’administrationa insisté sur le fait que la CBM depuis 1908 est toujours restée focalisé sur les PVH et les objectifs qu’elle s’est assignée, ceci pour une société qui prône l’égalité et la justice pour tous. Dr. Rainer Brockhaus a également souligné le fait que toute action positive entreprise en direction des personnes vivant avec handicap a un effet sur la société en général. Selon le Patron de la CBM, l’institution bien qu’elle soit chrétienne ne stigmatise pas, ne discrimine aucune personne. Elle est ouverte à tout individu et offre ses services à toute personne ayant un handicap de tout genre et ceci grâce à l’amour de Dieu dont l’œuvre est celle de la CBM. La CBM, est une organisation internationale chrétienne de développement, engagée à améliorer la qualité de vie des personnes handicapées dans les pays les plus pauvres du monde. Social Affairs’ Minister, Pauline Irene Nguene chaired on September 13, 2022, in Yaounde, the two-day session of the national committee for the rehabilitation and socio-economic reinsertion of persons with disabilities. Placed under the theme: “Progress in inclusive social action and strengthening of the legal institutional framework for the protection of persons with disabilities.”, the two-day event launched on September 13, 2022, in Yaounde, Cameroon is highly attended by government officials from the ministries of social affairs, employment and vocational training, key actors, civil society organizations and people living with disabilities (PWDs). The 2022 session of the national committee for the rehabilitation and socio-economic reinsertion of persons with disabilities kicked off a general overview of actions and progress made in Cameroon in 2021. The presentation was made by Mrs. Ambe Angelica, Director of the department of social protection of persons with disabilities and elderly persons. Mrs. Messanga Grace, representative of the physically challenged in the session praised the different initiatives put in place by the government as well as the legal instruments ratified over the past years. She appreciated the fact that the age limit for children living with disabilities was alleviated, giving them a chance to have access to education. Yet, Grace believes government can do more for an inclusive society where people have equal rights and opportunities. She pointed out the fact that PWDs should be taken into account in all major competitive entrances and employed at various job positions like normal persons. Added to the various challenges faced by PWDs, the spokesperson of the national network of PWDs in Cameroon, Emmanuelle Tchotchom, said despite the numerous and laudable efforts undertaken by the government in recent years notably with the law of April 13, 2010, protecting people living with disabilities, there are still discriminatory and stigmatization practices observed on the field. She said more is needed to strangle some existing myths as PWDs are victims of abuses, many are not accepted in their families and there is a lack of confidence and trust even in the professional milieu.    In her keynote address, Pauline Irene Nguene, Minister of social affairs underscored the various actions carried out by the government and most importantly, the main international legal instruments ratified in 2021. She cited among others: The Marrakesh Treaty aimed at facilitating the access of the blind, visually impaired, or otherwise print disabled to printed texts or published works; the United Nations Convention on the Rights of Persons with Disabilities; the Protocol to the African Charter on Human and Peoples’ Rights. As concerns initiatives set up by the government to improve and strengthen the legal and institutional framework for the social support of PWDs, Minister Nguene outlined the practical guide and user manual on accessibility to infrastructures and public buildings or buildings open to the public (2008); the practical guide on the accessibility of young disabled persons to Education.  (2009); the Monograph of trades accessible to persons with disabilities by type of impairment; the national policy document for the protection of persons with disabilities and its action plan of 2017-2021 with 8 strategic axes (2017); Social affairs’ Patroness equally outlined the fact that the Head of State is committed to granting equal opportunities to all its citizens and PWDs are not exempted from the different strategic actions mapped out by the government. “Cameroon’s Vision by 2035, the challenge of which is the development of human capital aimed at the one hand at providing this population with good health and education services, knowledge and professional skills; and on the other hand, to facilitate their integration into the job market. This is the purpose of the second pillar of the National Development Strategy 2020-2030 (SND30) which highlights the place of persons with disabilities in the “Development of human capital and well-being” to guarantee economic growth and sustainable and inclusive social development. I would like to recall that our country is constantly carrying out specific actions to equalize opportunities and facilitate access for persons with disabilities of all categories to opportunities, benefits, and preferential measures provided for by the legislative and regulatory framework relating to the protection and promotion of persons with disabilities.” The session that takes place in Yaounde from September 13 to 14, 2022 will end up with another series of key recommendations expected to help in building an inclusive society desired by all. Cameroonian-based higher institute, Kalata international sealed a fruitful partnership accord with Hellenic American university and Conquez Ireland limited on September 6, 2022, in Yaounde. The Kalata International higher institute known in its French acronym as ISKAI has braced up for new challenges observed in the higher education system in Cameroon. The school officially increased its partnerships at the international level through an educational affiliation agreement signed on Tuesday, 6th September 2022 between a Hellenic American university and Conquez Ireland Limited which is a Greek institution. Advantages surrounding the newly signed partnership accord were unveiled to media practitioners during the ceremony which massively gathered journalists, experts, guests, and potential students. Dr. Charles Tchuenkam, Director in charge of academic affairs in ISKAI made a vivid description of the Kalata international higher institute which is open to both French and English-speaking students with a variety of fields of studies. He said ISKAI grants training online and physically during day and evening sessions depending on the students when they register. He pointed out the fact that Kalata institute as a renowned school in Cameroon is more inclined in offering quality education and has programmes that begin from the HND/BTS to the Ph.D.  degrees. Speaking to media practitioners during the ceremony, Dr. Armand Ngaketcha, the Director of ISKAI, stressed the various opportunities offered so far by the school through quality and modern standards of teaching which is one of the issues that are core to the management. He added that Kalata institute is more than ever through the newly acquired partnerships, devoted to career guidance, mentoring, follow-up, networking, internships, and employment opportunities in and out of the country. “We are launching a project which to us is very important for the Cameroon we want and if we travel abroad, we have to keep in mind that we will be the ones to build our country and this can only be done through education…” Dr. Ngaketcha said. Chief Executive officer of Conquez Ireland ltd, Jagdeep Sawhney said they have chosen Kalata institute because they are well established in Cameroon and moreover, thanks to Dr. Armand Ngaketcha who is a well-known academician. He said: “We don’t partner with anybody and everybody. They are very fortunate to have such opportunities for their students and whatever we will bring here, it will be of great benefit to students in Cameroon. They will get a very reasonable tuition fee, they will have quality training online and as well as teachers who will come to Cameroon in order to teach them directly. They will equally get experience by coming to our campuses in the United States or Greece through a short-term programme for a one or three months period without being charged any additional cost…” The management of ISKAI equally seized the opportunity of this partnership agreement to address the media as classes resume on October 3, 202,2 in the various campuses of the schoolsituated at the social insurance building at Avenue Kennedy and with two annex campuses in Ngoa-Ekele in Yaounde and Soa in the outskirts of Cameroon’s nation capital. Modern social security uses digitalization to significantly improve public services. Cameroon: A Country of Abundant Resources Located in west-central Africa, Cameroon enjoys fertile lands, plenty of sunlight, and abundant rainfall, making it ideal for agriculture. Known as the Granary of Central Africa, it has become one of the most stable and prosperous countries on the continent. In 2009, the Cameroon Government released its Vision 2035, along with the Strategic Development Plan for Economic Growth and Employment (2010–2020), with the clear aim of becoming one of the strongest emerging countries in Africa by 2035. One of its primary strategies was — indeed, is — to increase infrastructure investment and capitalize on Information and Communications Technology (ICT) construction for ongoing development. NSIF: Focusing on Service Quality “You will never live alone,” reads the slogan of Cameroon’s National Social Insurance Fund (NSIF), which promotes the well-being of Cameroon’s people through a sophisticated social security system. With the NSIF already well on the road toward digitalization, Noël Alain Olivier Mekulu Mvondo Akame, Director General of the organization, has noted that it is looking toward becoming a truly modern social security enterprise, using digitalization to improve public services. The NSIF has approximately 2100 employees and 39 branch social insurance centers nationwide. Indeed, among all of Cameroon’s government agencies, it has access to some of the most comprehensive and authoritative data about the nation’s citizens. Underpinning all of this, the NSIF requires a very sophisticated data management model, of course. For example, it needs a large-capacity storage system, capable of retaining information over the long term. However, its storage devices were reaching maintenance expiration and they were no longer capable of supporting the enterprise’s digitalization efforts. More precisely, the NSIF was facing several key digital challenges, Including: Fragmented policyholder data management. A poor live network that was unable to support monthly social security payments. Frequent network interruptions for on-site social security services, with recovery taking far too long. A poor wireless office network experience with unacceptably high network access security risks. Going Digital Ensuring Data Security with DR and an Active-Active Solution In April 2017, the NSIF signed a contract with Huawei for the first phase of its digital campus project. The main goal of this first phase was to mobilize a large database for social security services. The project focused on building an intra-city backup data center to ensure the stability and reliability of the legacy social security database. By replacing all outdated ICT devices on the live network, database security was ensured, with a more reliable system that also had a lower Operating Expenditure (OPEX). The new data center used a Huawei E9000 blade server and an OceanStor 5600 V3 storage system to migrate 32 core production services and applications — including the social security system, email, financial system, e-learning, and virtual network — to a more secure and stable running environment. In addition, data was backed up for Disaster Recovery (DR). The successful completion of the first phase built a solid foundation for a long-term digital transformation partnership between Huawei and the NSIF. Phase two of the project focused on evolution and capacity expansion. Huawei built active-active architecture — comprised of an active data center and active DR center — by reconstructing equipment rooms and deploying modular data centers. The active and standby data centers are located in Yaoundé, Cameroon’s capital, and Douala, its largest city, respectively . The modular data center consists of basic modules — including a cabinet system, Access Controller (AC), and modular Uninterruptible Power Supply (UPS) — as well as network modules, including a core switch, router, and firewall. It uses the latest technologies and allows for flexible resource management and configuration. This means that the NSIF can centrally and visually manage all data center modules, considerably simplifying Operations and Maintenance (O&M) management. By the end of 2019, the NSIF production system was fully migrated to the Huawei modular data center in Yaoundé, which is only a 15-minute interval from the DR center in Douala, over 200 kilometers away. Huawei also built a private cloud platform for the data center using the FusionSphere 6.5.1 Operating System (OS), with the End to End (E2E) data center management solution ManageOne 6.5.1 deployed to run services. ManageOne cloud software integrates management and centralizes scheduling for the NSIF’s legacy Virtual Machines (VMs), facilitating resource and service sharing. Full Network Coverage over Microwave In the past, the NSIF head office, its data centers, and local branches used carrier networks. But warranty coverage for most of the legacy network devices on the head office campus had expired and there were frequent network interruptions. Even at critical sites, there were three to four long network exceptions each week. Since carriers have only limited capability to locate faults, it would often take them one or two days to solve problems. In the meantime, the head office and branches would have to wait for services to be restored, so end-customer satisfaction inevitably fell. That’s why, by the end of 2020, the NSIF opted for a data center to interconnect its work spaces, to solve these issues. Huawei deployed its microwave solution to improve network efficiency while reducing service costs. The OptiX RTN 950A integrated microwave transmission system is equipped with telecom energy and uses an integrated cabinet, connecting nine sites in Yaoundé and five sites in Douala, independent of the carrier network. With each NSIF site connected to the data center through microwave, even when there are issues with the carrier network, the NSIF’s intranet access and offices remain unaffected. All sites also enjoy access to a lot more bandwidth. In the past, only 4 Mbit/s was available. Now, average bandwidth is 50 Mbit/s: a significant improvement. Costs are also lower since only the annual microwave spectrum rental fee needs to be paid , which saves nearly US$30,000 a month. This means that, from project delivery, the NSIF will recover all of its investment in just three years. In addition, the project has improved access and security.

Ils étaient au total 43 étudiants à prendre part à la phase de l’interview finale a été organisée le 4 Aout 2022 à Yaounde et Douala par la Huawei Cameroun. Le programme dénommé : « Seeds For The Future » édition 2022 est entre dans sa phase d’interview finale le 4 Aout 2022 dans les villes de Yaounde et Douala, capitale politique et économique du Cameroun.  C’est le campus de l’université de Douala et l’hôtel Djeuga à Yaoundé qui ont reçu ces 43 étudiants retenus suite à l’examen écrit de présélection qui s’est déroulé le 15 Juillet 2022. Ces derniers sont tour à tour passés à cet examen oral devant un jury composé d’un représentant du ministère de l’enseignement supérieur(MINESUP), d’un représentant du ministère des postes et télécommunications (MINPOSTEL) et de deux enseignants certifiés de la « Huawei ICT Academy ». Cette 2eme étape franchie du programme dénommé : « Seeds For The Future » a permis aux nouveaux candidats retenus de répondre aux questions portant sur leurs connaissances en technologies de l’information et de la communication tels que la 5G, l’IA, l’Intelligence Artificielle, le « Cloud Computing », le « Big Data » et l’Internet des objets. La Directrice des Relations Publiques de Huawei zone CEMAC, Madame Edmonde DJIOKENG TEBOH a souligné une fois de plus l’importance de ce programme mis sur pieds par le géant des télécoms, Huawei dans le but d’accompagner le gouvernement camerounais dans le cadre de transfert de compétences à la jeunesse. Elle a indiqué que : « Seeds for the Future » est un programme prioritaire des activités à responsabilité sociale Huawei, ce programme à but non lucratif qui s’inscrit dans le cadre du transfert de compétences à la jeunesse camerounaise initié par Huawei, suivant l’accord de partenariat dans le domaine des Technologies de l’Information et de la Communication signé entre le gouvernement du Cameroun et Huawei le 03 Septembre 2018, sous la haute consigne de S.E. M. Paul BIYA, Président de la République du Cameroun. En effet, Huawei s’est engagé à s’appuyer sur ses expériences internationales dans plus de 170 pays dans le monde, pour aider le gouvernement camerounais à développer une Stratégie Nationale de Développement de l’Economie Numérique, cela passe non seulement par la technologie, mais aussi par la formation et le transfert de compétences à la jeunesse qui est l’un des leviers indispensables au développement de l’économie numérique du Cameroun ». Heureux et enthousiastes après avoir affrontes les différentes épreuves de cette phase d’interview finale, les candidats qui viennent des grandes écoles partenaires de l’Huawei ICT Academy ont exprimé le satisfecit. Sur les 8 grandes écoles partenaires de Huawei dans ce programme, c’est 6 écoles qui sont représentées selon des informations fournies par Huawei Cameroun. Ces étudiants candidats de cette étape proviennent de l’Université de Douala, l’Institut Universitaire de la Côte, l’Université de Buea, l’Institut Africain d’Informatique du Cameroun, l’Ecole Nationale Supérieure des Postes, des Télécommunications et des Technologies d’Information et de la Communication et l’Ecole Nationale Supérieure Polytechnique de Yaoundé. Selon Alexandre DEMBELE, étudiant de l’Institut Universitaire de la Côte de Douala, il est serein car ayant déjà valide la phase écrite. Il dit : « Tout s’est bien passé. C’est déjà un exploit d’avoir réussi l’écrit ». Autre réactions recueillies, celles de la jeune étudiante de l’Université de Buéa, Racheal NKONGHO TAFONGOH, qui a salué les acquis en terme d’apprentissage au cours de ce programme. Rachael a indiqué que : « Très heureuse d’avoir participé car j’ai beaucoup appris dans le cadre de ce concours. Des préparatifs à l’interview en me confrontant aux autres étudiants, je me sens mieux outillée dans la maîtrise des technologies de l’information et de la communication grâce à Huawei ». Le panel des jurys constitués de  deux (2) enseignants certifiés par Huawei et de deux (2)des responsables d’administration des ministères clés a été reparti ainsi qui suit : Dans la cite économique à Douala, les étudiants ont été interviewés par Dr Joseph MVOGO, Chef du Département Génie Informatique à l’IUT de Douala et de Mr WIRNKAR Basil enseignant à l’Université de Buea et à Yaoundé, la capitale du pays, les jurys étaient Germain KOUKOLO KOUKOLO, Directeur des Affaires Générale au MINPOSTEL et Mme Marthe Solange MBALLA, Sous-Directeur de l’assistance aux étudiants MINESUP représentants leurs administrations respectives qui ont évalué les étudiants. Aux sorties de l’interview finale, certains enseignants ont réagi à l’instar de Basil WIRNKAR, enseignant à l’Université de Buea, instructeur de « Huawei ICT Academy ».  L’enseignant a apprécié l’ambiance générale et la qualité des candidats interviews. Il dit : « Très ravi de voir les effets liés au succès de l’introduction des cours sur Huawei Technology dans nos universités. Vous voyez les étudiants sont très enthousiastes et sereins car ils sont persuadés qu’ils seront des ingénieurs bien formés capables de contribuer au développement de l’économie numérique dans notre pays grâce à Huawei ». A titre de rappel au Cameroun le programme dénommé « Seeds for the Future » a déjà enrôlé et formé 120 étudiants et à la suite de cette étape, les 20 nouveaux étudiants qui seront retenus vont s’ajouter à cette liste. Huawei ICT Academy est un programme déjà implanté dans huit(8) grandes écoles des TIC au Cameroun à savoir : l’École Nationale Supérieure Polytechnique de l’Université de Yaoundé 1, l’Ecole Nationale Supérieure des Postes et Télécommunications, des  Technologies de l’Information et de la Communication ( SUP’PTIC), l’Institut Universitaire de la Côte (IUC), l’Institut Africain d’Informatique (IAI), l’Institut Supérieur de Formation aux Métiers des Télécommunications, de l’Innovation Technologique, de Commerce et de Gestion ( IFTIC – SUP), la Catholic University Institute of Buea ( CUIB). Une collaboration fruit du partenariat et de l’Accord signé à Beijing entre le Président de la république du Cameroun et son homologue de la Chine. Elise Kenimbeni
