Dans une lettre adressée à l’auteur du l’ouvrage intitulé : « « La pratique du numérique en milieu hospitalier camerounais : un levier de performance du système de santé » le Ministre Achille Bassilekin III félicite Dr Ngae Denis. Faisant suite à la correspondance déposée par le Dr Denis Ngae le 28 mars 2023 au ministère des petites et moyennes entreprises, de l’économie sociale et de l’artisanat (MINPMEESA), le chef de ce département ministériel, le Ministre Achille Bassilekin III a en retour répondu favorablement le 06 avril 2023. Cette lettre de félicitations du Ministre Achille Bassilekin III à l’endroit du Dr Ngae Denis, auteur de l’ouvrage intitulé : « La pratique du numérique en milieu hospitalier camerounais : un levier de performance du système de santé » est une forme de reconnaissance du travail abattu par ce dernier. Le Ministre salut ce brillant ouvrage qui met en vitrine l’importance du numérique dans nos formations sanitaires. Il dit :« Cette belle œuvre a le mérite d’adresser une problématique très actuelle visant à adapter le secteur sanitaire camerounais à l’évolution de notre temps. » Il faut dire que jusqu’ici, l’ouvrage du Dr Denis Ngae, Chef de division des projets, des études et de la perspective au ministère des postes et télécommunications ne cesse de recevoir l’onction de certains membres du gouvernement. Au ministère de la sante publique (MINSANTE), c’est le 16 mars 2023, que s’est tenu une cérémonie de partages des fruits de cet ouvrage a la demande du Ministre, Dr Manaouda Malachie en attendant la cérémonie officielle de qui se peaufine à l’horizon. A titre indicatif, l’ouvrage du Dr. Denis Ngae qui est intitulé : « La pratique du numérique en milieu hospitalier camerounais : un levier de performance du système de santé », est une compilation de 214 pages publiée le 20 septembre 2022 par l’Harmattan en France. Cet ouvrage apparait comme une solution palliative aux différents maux qui minent le milieu hospitalier au Cameroun en vue de l’adoption des technologies numériques par nos hôpitaux. Communication d’influence et Lobbying : Journalists for Earth Capacite des OSC Forestières et Féminines

C’est au cours d’un atelier de deux jours qu’une vingtaine de participants ont été formés à Yaoundé, sur la communication d’influence et le lobbying. « Réussir la mise en place d’un processus de communication d’influence et de lobbying » c’est le fil conducteur de l’atelier de formation des organisations de la société civile forestières, féminines et de développement durable qui s’est tenu du 11 au 12 avril à Yaoundé. Une initiative de « Journalists for Earth », réseau coordonné par Edith Abilogo épse Nyobia.  La formation qui a réuni un parterre de participants était essentiellement axée sur la communication d’influence et le lobbying et avec pour objectif principal d’appuyer et renforcer les capacités Des Organisations de la Société Civile dirigées par des femmes et œuvrant dans le champ de la préservation des ressources naturelles et du développement durable, en matière de communication et de lobbying. Tel que l’a indiqué la Coordonnatrice, la mission de « Journalists for Earth » est de soutenir les organisations féminines, de préservation des ressources naturelles et de développement durable dans l’amélioration et la promotion de leurs actions de communication et de lobbying. Selon Eric Manyacka, formateur et membre de Journalists for Earth, il est question de remédier aux problèmes de communication que rencontrent plusieurs OSC forestières sur le terrain. Il dit : « Nous avons voulu embrasser le problème de déficit de communication que rencontrent certaines associations, OSC et réseaux forestiers afin que ceux-ci puissent davantage communiquer. Cet atelier a été élaboré dans le sens de leur apporter le bagage, un volume de connaissances nécessaires, pour les permettre d’acquérir et en retour produire plus d’impact et d’influence dans leur communication…Nous avons misé sur l’atteinte des résultats beaucoup plus impactant en ce qui concerne leurs cibles, qu’il s’agisse des populations, les partenaires techniques et financiers et pouvoirs publics. » Lucette Dongo Singa, participante a cet atelier et membre d’une association féminine s’est dite satisfaite au vu des nouvelles notions acquise durant ces deux jours de formation et souhaite que l’initiative soit pérennisée. Elle a souligné le fait que la thématique sur la communication d’influence et le lobbying était méconnue par son association, et grâce à Journalists for Earth, elle en ressort fournie. « Cette forme de communication est une urgence surtout pour nous qui sommes regroupées au sein des organisations de la société civile car pour se faire entendre, nous devons nous approprier de toutes ces démarches… » dit-elle. Il faut souligner que durant ces deux jours de formation, la vingtaine de participants a été outillée sur plusieurs modules notamment sur : le processus de communication d’influence et de lobbying, suivi des échanges et une mise en situation, meuble par des exercices pratiques ; Comment élaborer une stratégie de communication efficace ; Connaître et utiliser les outils de communication moderne ; les outils modernes de communication avec des exercices pratiques à l’appui. Elections Présidentielles 2025 : Vers une Proposition de Modification du Système Electoral

Cette proposition a été faite à Yaoundé le 19 avril 2023 au cours d’une conférence de presse conduite par des Organisations de la société civile. Après huit mois de travaux, les organisations de la société civile (OSC) à savoir l’ONG « Un Monde Avenir », WILPF, COMINSUD, REDHAC, NDH, Dynamique Citoyenne, LDL, Zenu Network, Aga Média INC, Lukmef, Tournons la page, et Justice et Paix, des universitaires et experts ont mis surpied un document sur la réforme du cadre juridique électoral et institutionnel au Cameroun. L’objectif est de bannir les articles à problème dans le code électoral avant les prochaines élections présidentielles en 2025.  « C’est impossible d’obtenir les réformes électorales en année électorale. C’est pour ça qu’il faut se prendre longtemps en avance. Mais la société civile qui a travaillé depuis huit mois à réfléchir sur la stratégie pouvant nous amener à obtenir des réformes électorales, a aujourd’hui la matière c’est-à-dire nous avons le contenu, les éléments pertinents que nous pouvons présenter au public comme étant nécessaire pour avoir des élections crédibles et sécurisées. » a expliqué l’un des initiateurs de ce projet, Phillipe Nanga, Coordonnateur de l’ONG « Un Monde Avenir », à l’issue de la conférence de presse  de la présentation dudit document hier 19 avril à Yaoundé, capitale du Cameroun. Il s’agira concrètement de modifier plusieurs articles dans le code électoral à l’instar de l’Art 3 où le code mentionne que « l’organisation et la supervision du processus électoral et référendaire sont assurées par Elections Cameroon, en abrégé ELECAM après modification, « l’organisation, la gestion et la supervision de l’ensemble du processus électoral et référendaire jusqu’à la proclamation des résultats, sont assurées par ELECAM comme c’est le cas au Burkina Faso, Côte d’Ivoire, République Démocratique du Congo, Mauritanie, Ghana, etc… » telle est l’orientation du groupe du travail. « Nous nous battons à partir de maintenant qu’une coalition le plus large possible puisse se mettre en place autour de notre initiative pour que les citoyens camerounais se mobilisent pour exiger et obtenir les réformes structurelles et législatives du système électoral. » a-t-il envisagé. Pour rappel, les contentieux post-électoraux des élections présidentielles de 2018 ne sont pas toujours vidés. « C’est fou d’aller dans les prochaines élections sans avoir modifié quoi que ce soit dans un système électoral dont on sait naturellement conflictuel. » a-t-il conclu. Modernization of Civil Status Registry in Cameroon, South West Region’s Registrars Schooled on Basic IT Skills

Close to 20 registrars and clerks of the civil status registry office from the South-West region are participating actively in a three-day workshop in Douala, Littoral region.  As part of a series of workshops organized by the Support Program for the Modernization of Cameroon’s Civil Status Registry known by its French acronym as PAMEC II, a three-day training workshop holds from April 18 to 20, 2023 in Douala. Participants trained in the course of this session that comes after the training workshop of trainers organized on April 13 to 14, 2023, are from the South-West region. The trainees who are registrars and clerks of the national civil status registration office, BUNEC were upskilled in basic information and technology tools. As indicated by organizers of this program, the training is aimed at helping trainees to have some skills in computer science; master how a computer works; list more than 6 peripheral devices that can be connected to a computer and their function; start and shut down a computer safely; use the Office suite to process text, create a spreadsheet and make a presentation; use the internet to conduct research, send and receive emails, interact on social networks; organize the filing of documents on a computer; use productive software on their tablets and smartphones as well as to make use of printers, scanners just to name these few. Anna Enanga Itambi Itoe is one of the 20 participants who have been trained in this first cohort of trainees of phase 2 of the PAMEC project. According to her, the training was not easy but was insightful. She has gained many new notions in computer sciences. “I wished to thank all the different trainers, the GIZ representative, and the staff of the national civil status registration office for this added value. It has not been easy for the past three days but we have learned a lot from the training granted to us through this program. All thanks go to PAMEC.” She pointed-out. Trainers of these practical sessions have focused training on the genesis of digital technologies; the field of application; the benefits of using digital technologies; the architecture and functioning of a microcomputer; input devices; the output peripherals; storage devices; operating systems and application software; how to start and stop a computer? Aude France Bensong, Chief of Service for data processing files and statistics in the BUNEC South-West region is one of the trainers trained by the PAMEC II, she praises this initiative which allows her to share in return with others what she has learned. She said: “The main objective of this training was to show the different participants how to make good use of their IT devices such as computers and smartphones. We taught them how to use google meet and create a video conference. And we focused on practical exercises that will greatly help them. We taught them how to draw tables with the content; create an Excel sheet with graphs. They did it themselves and we printed it. We are therefore sure that at the end of this training, many practical aspects unknown to the participants will benefit their services.” The 20 trainees were equally schooled on: the use of computer equipment; the use of a keyboard; the use of Microsoft Office; preventive maintenance of computer equipment; cybersecurity and data protection and on internet and computer networks. Co-financed by the Korean cooperation KOICA, the digitalization component of the Support Program for the Modernization of Cameroon’s Civil Status Registry, PAMEC II was launched in September 2022 by the Ministry of Decentralization and local development, MINDDEVEL with the key objective, of digitalizing civil status registry in some 20 pilot councils, notably in the North, West, South-West and South region s of the country. A two-day workshop aimed at upgrading the skills of trainers of the PAMEC II civil status registry in Cameroon took place from April 13 to 14, 2023 in Douala. As part of activities of the Support Program for the Modernization of Cameroon’s Civil Status Registry known as PAMEC II in its French acronym, a two-day workshop aimed at training a pool of trainers was organized in Douala from April 13 to 14, 2023. This workshop focused on training trainers identified by the PAMEC and the BUNEC based on a series of modules. Among these modules, there was an initiation to the computer tool and the use of civil registration software. The objective is to train the identified pool of trainers (from ST-Digital and BUNEC) on the common standard, approach, methodology, and best practices to conduct a training session in IT capacity building for staff registry and other actors involved in the civil registration system At the end of this training, the trainers from the 4 pilot regions of the project were equipped by NASLA and AMBERO-NLD Experts on the various andragogic tools specific to the IT modules. Co-financed by the Korean cooperation KOICA, the digitization component was launched in September 2022 by the Minister of Decentralization and Local Development (MINDDEVEL) with the main objective of digitizing civil status in 20 pilot municipalities, particularly in the regions North, West, Southwest, and South.

C’est à la faveur d’un Atelier de formation du Pool des formateurs des Officiers et Secrétaire d’état civil des mairies retenues dans le cadre de la phase Pilote du PAMEC II. Les 13 et 14 avril 2023, la ville de Douala a abrité les travaux de l’atelier de formation des formateurs dans le cadre de la mise en œuvre du volet digitalisation du Programme d’Appui à la Modernisation de l’Etat Civil du Cameroun (PAMEC II). Cofinance par la coopération coréenne KOICA, le volet digitalisation a été lancé en septembre 2022 par le Ministre de la Décentralisation et du Développement Local (MINDDEVEL) avec comme objectif principal, la digitalisation de l’état civil dans 20 communes pilotes, notamment dans les régions du Nord, de l’Ouest, du Sud-Ouest et du Sud. Pour cet atelier, il est question de former les formateurs identifies par le PAMEC et le BUNEC sur les approches andragogiques pour le déroulement de plusieurs modules au profit des officiers et secrétaires d’état civil, entre autres les modules Initiation à l’outil informatique et Utilisation du logiciel d’enregistrement des faits d’état Civil, etc.  L’objectif est de Former le pool de formateurs identifié (issu de ST-Digital et du BUNEC) sur la norme, l’approche, la méthodologie et les meilleures pratiques communes pour mener une session de formation en renforcement des capacités informatiques pour le personnel de l’état civil ainsi que d’autres acteurs impliqués dans le système d’enregistrement des faits d’état  civil Au terme de cette formation, les formateurs venus des 4 régions pilotes du projet ont été outillés par des Experts NASLA et AMBERO-NLD sur les divers outils andragogiques spécifiques aux modules IT.

MINAS, United Nations Dev’t Programme Launch Crusade to Reinsert About 700 Street Youths by September 2023

This was disclosed on Wednesday, 12th April 2023 in Yaounde during a meeting to mark the 12th edition of the international day for street children. As Cameroon joined the international community on April 12, 2023, to mark the 12th edition of the day for street children, the Ministry of social affairs together with the United Nations Development Programme, UNDP organized on Wednesday, April 12, 2023, in Yaounde, a briefing on the projection for the reinsertion and socioeconomic inclusion of the street youth. During the meeting, an in-depth presentation on the reinsertion and socioeconomic inclusion project that has been launched was made by Jean Vincent de Paul Gweth, chief of the Youth Connekt project in the UNDP’s country office. The project that targets all some regions of Cameroon is expected to empower this vulnerable group of youths and revamp activities already carried out by some street children who have quitted from the streets. The cases of children who were taken out of the streets of Yaounde and Douala just to name these two major cities were equally underscored by Mr Nyambi III Dikosso, Director of national solidarity and social development. He said the Ministry of social affairs through its pilot has withdrawn 162 children from the streets. 110 returned home and 40 were placed at the Betamba childhood institution in Ntui, Center region. Mr Nyambi III also indicated that some 30 youths who are currently on vocational training at the Betamba childhood institution will end up their courses in June 2023. Mr Alassane BA, UNDP’s Deputy Resident Representative once more took advantage of the meeting to praise the fruitful cooperation that exists between the government and the United Nations system in Cameroon. Cooperation which to him positively impacts the advancement of sustainable development goals. He said through this ongoing project, UNDP stucks on the slogan of “leaving no one behind”. Street Children according to Mr BA are important in the transformative circle of our society. “We are targeting 700 street youths by September 2023, and we shall attain our objectives by working closely together to facilitate the socioeconomic reinsertion of these youths in Yaounde, Ngaoundere, Douala…” UNDP’s Deputy Resident Representative in his speech also called on decentralized councils and actors to give a push to this project which necessitates the contribution of everyone for its success. Minister of Social Affairs, Pauline Irene Nguene, in her keynote address, saluted the collaborative spirit that has been put in place between the Ministry of social affairs, the Ministry of youth affairs and civic education and the United Nations Development Programme through the Youth Connekt project, which is the milestone of the reinsertion and socioeconomic empowerment of street children and youths. “Street children remain innocent young people weaned from tenderness and affection, sometimes misunderstood and stigmatized, who have found themselves on the streets for various reasons which in most cases are not of their making and are confronted with the brutality of strangers, without coat or cover, begging, committing petty theft, harassing and sometimes threatening to be able to survive.” She said. Madame Nguene said the 12th edition of the international day for street children comes at the moment, the government has launched a series of programmes through her ministerial department to tackle the phenomenon of street children and build up their resocialization. Social affairs patroness stated: “The resocialization, or rather the social reintegration of street children is therefore not a creation of the imagination. It is possible but this calls for a real collective challenge. This is why today’s consultation is so important. The success of the project for the reintegration and socio-economic inclusion of street youths depends on the commitment and collective dynamics that will be implemented in its execution.” The meeting also paved the way for the projection of a short documentary portraying the daily living of street children in Yaounde. It brings together doctors, experts, and enthusiasts of health issues with the same vision: the well-being of the underprivileged. To date, it has provided nearly one hundred training courses nationwide and about fifty screening and awareness campaigns on cardiovascular diseases. Its mission is to promote the sharing of knowledge and good practices for detecting and managing cardiovascular diseases.
